Research On Yuelu Industry Park Eco-development Programming

Eco-development is the direction for industry parks in the 21st century. It refers to the process of programming, operating and administrating industry parks using the theory and thoughts of eco-industry and circular economy. The object of Eco-development is forming a beneficial network among enterprises in the park through material, energy and information exchanges, and eventually comes to the result of zero emission of pollution materials. At present, the concept, related theory, planning and building methods of eco-development of industry parks is still not that full-blown, or it's in the exploring stage on the whole. The thesis lucubrated the basic theory, programming method of eco-development of industry parks, and using YueLu industry park as a object, made a SWOT analysis to its eco-development, established its eco-development target, and made primary programming on several important aspect such as infrastructure, eco-industry chains and eco-administration, etc.The thesis firstly summarized the common ecological problems that existed in the programming and constructing process of industry parks in ChangSha, pointed that YueLu industry park must go along ecological development road to avoid the above problems, and should make a detail programming of eco-development from scratch. The 1st and 2nd chapters covered the theoretical and practical status quo of industry parks eco-development, summarized the theoretical base of eco-development - eco-industry and circular economy. Industry parks eco-development programming is a systems engineering, on the base of summing-up and use for reference the domestic and overseas experience of construction, developing and administration of industry parks eco-development, the 3rd chapter gave a framework of industry parks eco-development programming which listed the main requirements and targets that must be reached in the detail programming. This framework supplied YueLu industry park's eco-development programming with a gist model. The 4th chapter introduced the history and status quo of YueLu industry park, using the SWOT method made a analysis of YueLu industry park's eco-development, established the goal of YueLu industry park's eco-development, and partitioned the development phases. The 5th chapter is the core of the thesis, according to the framework, arming at the problems proposed in the SWOT analysis, it gave the detailed programming on the main aspects such as infrastructure, eco-industry chains and eco-administration, etc. To insure that the planning can be carried out successfully, the 6th chapter proposed several pieces of policy suggestions and measures for decision-making and administration reference.
