Because international industry transfer can help the undertaking place to realize industrial upgrading and technical progress, many countries take all kinds of measures for this transfer.Nowadays, studies on international industry transfer are mainly on the influence to the undertaking place and the transfer place, seldom relate the transfer to manufacturing industry. So the paper can rich the content in this field.The result is confirmed with the methods of qualitative analysis and quantitative analysis. Especially, the paper analyzes the positive effect with the methods of co-integration and line models which accurately demonstrate the relationship between them.The paper illustrates the related theories first, and then analyzes the present situation and problems of Shandong's manufacturing industry in the process of accepting international industry transfer. After that we analyze the positive and negative effects especially and put forwards corresponding measures according to the new characters of international industry transfer in the last chapter.The result shows that the influence of international industry transfer to Shandong's manufacturing industry is both positive and negative, and the positive effect is bigger than the negative effect in the long run. Shandong province should take effective measures to go after the profits, avoid the disadvantages and promote the development of manufacturing industry.
