Theoutsourcing making IT and human knowledge as the main content, has smalldependence on resource and high value-added. It not only can absorb a large amountof employment, but also be helpful to China’s industrial structure adjustment andupgrading, which is the new opportunities of the global service industry transferring.But at present the development of service trade is lagging behind, the related laws andregulations are still not perfect, our outsourcing is still in early stage of development.Now it grows rapidly, but lack of high-end business and the enterprises ’ scale aresmall, It is very important about how to seize this rare opportunity. We should makebetter use of our strong domestic market to develop the offshore outsourcing business,explore the international market actively and make good use of new national supportpolicy, the purpose of which is promoting the development of China’s serviceoutsourcing business better.This paper is divided into four chapters, the first part is the introductionchapter, includes the summary of the main issue and significance of this article, abrief description of the framework and research methods and the classification ofliterature in the field of service outsourcing from motivation、effects、affects andcompared to India aspects. The second chapter outlines the status and trend ofinternational service outsourcing development, highlighting the current situation ofChina’s service outsourcing and the status of service outsourcing in India. The thirdchapter analyzes the effects of outsourcing to China. The positive effects: promotingemployment, increasing export of service trade, promoting industrial restructuring andpositive environmental effects; Negative effects: affecting capability of China’s independent innovation. Then analyzes the advantages and disadvantages ofdeveloping outsourcing in China, advantages include three points: stable politicalenvironment and rapid economic growth, abundant human resources and strongmanufacturing base. Disadvantages include five points: the lack of high-endprofessionals, focused on low-end outsourcing services sectors, small-scale serviceoutsourcing enterprises, unreasonable layout and unreasonable protection ofintellectual property. The fourth chapter pointed out the strategies of China’s serviceoutsourcing industry from both the government and enterprises. There are six pointsfrom government: training high-end outsourcing talent, promoting the development ofonshore outsourcing and the diversification of the offshore outsourcing market,strengthening IPR protection and improving relevant laws and regulations, planningservice outsourcing layout rationally, creating favorable financing conditions for theservice outsourcing enterprises, making effort to train outsourcing enterprises incarbon trading. There are five points from enterprises: expanding the enterprise scale,enhancing their management capabilities, developing BPO and KPO services,obtaining the relevant international certification positively, exploring the internationalmarket and participating in overseas mergers and acquisitions actively.
