The Research On The Influence Of The Transfer Of The International High-end Manufacturing Industry On Upgrading Of Hunan’s Producer Service Industry

In2010, a statistical announcement of the development research center of thestate council pointed out that the international high-end manufacturing accelerated totransfer to China in recent years. And encouraging enterprises to absorb and make useof foreign investment has always been an important content of China’s opening to theoutside world. National’s "Twelfth Five-Year Plan" clearly pointed out that anenabling policy and institutional environment for the development of the serviceindustry should be created, which promoting the integration and rapid development ofproducer services and high-end manufacturing. However, the serious lag ofdevelopment and poor upgrading ability of Hunan producer services, can ‘t adapt tomodern economic industrial development needs; meanwhile, producer serviceindustry as an intermediate demand for manufacturing industry, its backwardproduction technology and poor quality of service seriously limit the development ofmanufacturing sector and the whole economic growth in Hunan. Therefore, how tomake good use of the opportunity of international advanced manufacturing transfer topromote the rapid upgrade of Hunan producer services is particularly important.In this thesis, First we reviewed the related literature at home and abroad fromthe producer services, high-end manufacturing as well as the relationship betweenthem on three aspects, and based on it, we confirmed the definition of producerservices, high-end manufacturing, international industrial transfer and industrialupgrading, and generalized the article and involves the related theory carrying in thearticle; and then based on the actual situation of Hunan province, using the knowledgeof economics and statistics to producer services development present situation andsystematically analyzing the international transfer of high-end manufacturing statusundertaking in Hunan province, and further using the input-output analysis toelaborate the high correlation between manufacturing and producer services in Hunanprovince; at last introducing the international industrial transfer theory to carry onempirical test research between the international high-end manufacturing capital,technology transfer and upgrading ability level of producer services in Hunanprovince for the purpose to exploring the interaction and industrial upgrading ofHunan industry new path.Through the analysis of the data of Hunan province, the study found thatinternational high-end manufacturing transfer significantly influence on the upgrading ability level of producer services of Hunan province. High-end manufacturingtechnology transfer is the important influencing factors to producer servicesupgrading ability in Hunan, but its current does not put significant contribution toproducer services upgrade ability, and now prominently lag one period and thesecond phase lag, the lag one period in the most obvious. High-end manufacturingcapital transfer current and lag of phaseⅠand phaseⅡ in producer services upgradeability has significant influence, of which the most lagging phaseⅡ. Because undernormal circumstances the FDI inflows, it does not immediately all shift for factors ofproduction, and its value fully takes the development of a certain fixed number of year,with a lag. And technology lag is shorter than capital, because the patent only uponthe examination and approval can be put into production immediately, following by anew product into the market quickly and widely used in various industries. Andproducer services industry internal productivity will be improved by the use of newtechnology products.
