| The core competence of a nation is the capacity of independent innovation, which is also crucial issue for enterprises'sustain and development. However, such capacity is extremely weak. It leads to many concerns from professionals. Our nation is facing a serious problem that operations are lack of talented people in technical fields. It arises from the attraction of foreign operations as well as their localized people strategy. The loss of people with ability is the main obstacle to independent innovation. In addition, structural imbalance in the mobility of human resources results in the loss of technology and market. Therefore, it is a hot issue of establishing effectively incentive mechanism. Under the assumption of improvement on our nation's capacity of independent innovation, the reasons of losing people with innovative abilities are analyzed. Meanwhile, following the research on such phenomenon, it proposes a systematic way to effectively encourage technological talents to work creatively. Therefore, finally, increase national capacity of independent innovation.This thesis study commences from the basic theories with explaining briefly on independent innovation and incentive of talented people, analyzing the importance of the effective incentive of talented people for enterprises capacity of independent innovation. On the basis of that, we have analyzed the current situation of incentive mechanism of the talented people in our enterprises, and pointed out some outstanding problems existed at present. Meantime, we have explained the advanced experience of development and management of human resources in foreign countries. The model of incentive mechanism of the talented people is set up on the basis of independent, through analysis of factors about enterprises'incentive of the talented people. And then effective strategies are finally proposed to effectively encourage people's innovative abilities and enhance enterprises capacity of independent ability.This thesis study is divided into five parts. In the first section, Relevant theories review that the independent innovation and inspire talented people. It describes the importance of people with innovative abilities to operations .Reviewing the theory of incentive ,we know the effective incentive mechanism can inspire the talented person's aggressive thus it will improve the enterprise ability of independent innovation .The second section, analyzing the realistic condition of incentive mechanism to carry on in enterprises in our country .From phenomenon of lacking of talents in state owned business enterprise and private enterprises, the reasons of which are discussed. Secondly in our country most business enterprises incentive method lack of science system and incentive mechanism is not perfect, incentive atmosphere shortage etc. These all obstruct the exaltation of the independent creative ability of our business enterprise in our country. In the third section, Analyzing the incentive mechanism in the United States, Japan, Singapore, India business enterprise .In the fourth section, it is determined that several requirements for establishing incentive mechanism, which is suitable for Chinese enterprises. Moreover, the most important factors are the atmosphere of independent innovation, enterprises with independent innovation, people with abilities of independent innovation and incentive measures. In the last section, on the basic of frame we give some suggestions of how to inspire our talented people to improve ability of independent innovation in our country business enterprises. |
