A Study On The Theories, Problems And Countermeasures For Chengdu's Circular Economy Construction

Traditional economic development mode is a mode of high input, high consumption, high pollution and low efficiency. Circular economy, however, is a concrete realization form of sustainable development which is proposed aiming at excess consumption of resources and vicious environment pollutions which result from traditional economic development. The significance of circular economy has been growing since it was introduced to our nation. The dissertation involves the theories and practices of circular economy. It studies the implementation principles and motivation mechanisms of circular economy, and analyses the features of the new economic mode from the experiences of circular economy taken place in domestic and abroad. Environment control and development of circular economy are the concrete practices in different seedtime in the view of sustainable development, for the two are quite related. Therefore, this paper suggests a development path that Chengdu's environment protection transfers from the current end-control to the development of circular economy, beginning from the Chengdu's environment control and analyzing its means of environment control and its problems. Chengdu's environment problems mainly focus on the water pollution. From the perspective of current environment protection manner, projects construction on environment protection, readjustment of industrial structure, restriction by the regulation on environment protection and environment special controls are the main means to protect the environment. Great achievement have made, though, problems still exist, such as low waste recycle rate, non-point source pollutions, social burden and enterprises' passive cooperation. Circular economy is a "trinal-win" strategy which take account of the benefit of environment, economy and society. Only with the development of circular economy, can Chengdu realize its sustainable development. Through the SWOT analysis on Chengdu's developing circular economy, we find the main strengths of Chengdu lies on its strong economic strength, the level of science and education and relatively reasonable industrial structure; the weaknesses lies on the industrial strength, absence of certain functional industry of circular economy, lack of the overall planning on the development of circular economy, lag in construction of infrastructure facilities and weakness of the populace's environment protection consciousness, etc. Chengdu should take the advantage of governments' promotion on circular economy, the readjustment of industrial structure and the communication with the other part of China and abroad to improve the ability of its department system and innovation for the development of circular economy. As Chengdu is one of metropolitan cities in western part of China, the positive and normative researches on the development of circular economy can also offer experience and lessons for other western cities for the development of circular economy.
