A Research & An Applied Research On How To Realize Low Growth Of Energy Consumption In Sichuan Province

The consumption of energy is more and more in Sichuan Province.But total reservation amount of energy is little. The conflict between energy supply and demand is more and more obvious now. So how to realize low growth of energy consumption becomes a very important problem.Firstly, the paper describes the situation of energy consumption and production of Sichuan Province, compares per unit of GDP energy consumption of Sichuan Province with China, and then put forward that there are huge potential in energy saving of Sichuan Province.Secondly, this paper sets up quantitative models to forecast energy consumption and production in future for Sichuan Province. Based on the result of forecasting, this paper puts forward the necessity of realizing low growth of energy consumption for Sichuan Province.Thirdly, some relevant theories about input-output method are discussed. They offer the oretical foundation for this paper. two methods of realizing low growth of energy consumption are proposed, one of which is namely industry structure adjustment , and the other one is resource substitute.Fourthly, how to realize low growth of energy consumption by the two methods is researched. The calculation formula of the total consumption intensities of energy is given and it considers not only the direct energy consumption, but also the indirect energy consumption. Through it the requisition for industrial structure adjustment of low growth of energy consumption is given from the overall angle.As to resources substitute, aiming at the energy indention, the paper applying the translog production function for analyzing the substitution elasticity among the energy, the capital and the capital.At last, combining with the forward analysis of the theory and demonstration, the paper puts forward the actual energy method to realize low growth of energy consumption for Sichuan Province.
