It is one of mainstream directions that enhancing the operating efficiency and vigor of state-owned enterprise. Multitudinous scholar and the enterprise superintendents have taken performance appraisal theory as one of solution to solve the problems of state-owned enterprise question. At present, most of our enterprises use the state-owned capital performance appraisal system, some enterprises also use performance appraise methods of "the DuPont finance analysis system", " The Balance Scored-Card " and "Economic Valued Added" (E V A).However, the effect of these method used in enterprise is not obvious.In this article, we analyzed the performance appraisal system of a state-owned enterprise, China Petroleum Pipeline Bureau (CPP), and find out many malpractices. Not only these malpractices exist in CPP, they are also common questions of the state-owned enterprises. The existence of these malpractices directly influences the appraisal veracity of the system, directly affects the state-owned enterprise capital to guarantee the value increment. At present CPP is occupying the crucial time which develops to the internationalization direction. Therefore, the validity of the system is imminent.In this article, on the basis of full analysis, we select "The Balance Scored-Card" as the design foundation of CPP. As per the experience of CPP, we design a suitable performance appraisal system for CPP, which can comprehensively appraise the management achievement and level of CPP. It also become the value coordinates and the goal guidance of subcompany.
