Study On China High-Speed Railway Turnouts Bidding And Technology Introduction

High-speed railway construction is greatly significant to the national economic development. China high-speed railway construction, at the initial stage, is lack of experience and technology. As a result, it is absolutely necessary to introduce the great technical facilities. In recent years, remarkable achievements of advanced technology introduction have been made in the area of China's railway construction, such as electric multiple unit (EMU), high-power locomotives, four electric system integration, turnouts, etc. These have laid a solid foundation for the high speed railway construction. The writer, working for China International Tendering Company, has been engaging in foreign trade for many years. The writer has recently been directly handling and executing the high-speed turnouts'bidding and technology introduction.This paper puts forward that the implementation of a project concerns a lot of strategic objectives. Whether it is successful or not depends on the comprehensive situation of achieving the multiple objectives. For such great technical facilities as the high-speed turnouts, the introduction not only demands control of time, quality and price, but also calls for independent innovation by introducing, digesting and absorbing the advanced foreign technology so as to fulfill the strategic layout of China's high-speed turnouts manufacture and establish a long-term stable market competition structure.The paper systematically studies the turnouts'bidding and technology introduction. Firstly, it analyses the current development status and framework of China's high-speed railway and discusses the definitions and the significance of the turnouts and technology introduction. Next, it lays an emphasis on the framework and the key parts of introduction of the advanced technology. The paper summarizes the main reasons of successfully achieving the multiple strategic objectives, and tells the elicitation obtained from improving and perfecting the process of technology introduction as well as further executing the technology after it is introduced into China. The conclusions and elicitation achieved by the writer would be strong references for introducing the similar great technical facilities in the future.
