The Research On The Entrepreneurial Environment And Policies In Hefei City

In recent years, Entrepreneurial environment and policies attracted extensive attention of the experts home and abroad. Foreign scholars have done much research on the Entrepreneurship, and they have mature systems and professionalpublications, for example, IECER, Babson——Kaufmann Venture Conference,Entrepreneurial Theory and Practice, and Business Venturing, etc. In 1997, the project of Globe Entrepreneurship Monitor was founded by London Business College in England and Babson College in US. This project aimed at making a research on the trend and development of globe Entrepreneurship, revealing its driving force and the relationship between the Entrepreneurship and the increase of the national economy, evaluating the research projects led by national policies on the Entrepreneurship, and gaining worldwide fame in the field of Entrepreneurial education and research. While the Entrepreneurial environment and policies are still in a developing stage in our country. China first participated in this project in 2002, and afterwards it did every year and made some publications on the research. Hefei city took part in it in 2007. Based on the above analysis, the current situations of Entrepreneurial environment and policies are analyzed; several problems are presented and effective suggestions on how to improve the Entrepreneurial environment and policies are put forward in this essay.In the essay, the Entrepreneurial environment and policies are theoretically analyzed. With the guidance of the analysis and the results of questionnaires on 42 experts in Hefei city, the research on the current situations of Entrepreneurial environment and policies is conducted by means of describing analysis, the existing problems such as the financing difficulties of newly opened enterprises, the limited financing channels, the defects of the government policies and its inadequate guidance are presented. Then the causes of these problems are fully analyzed by SWOT method. Based on the analyses, practical suggestions about the Entrepreneurial environment and policies of Hefei city are given in terms of the improvement of the financial services, enforcement of guidance of the government, and policy support, etc. It is suggested that financing channels be improved, regulations and policies be perfected, Entrepreneurial education be popularized, the applications of the scientific researches be accelerated, and the service function of the scientific innovation be strengthened.
