Evaluations And Countermeasures On Entrepreneurial Environment Of Science And Technology Of Heilongjiang Province Based On Global Entrepreneurship Monitor

Entrepreneurial economy is a model that is more optimized than the frame of reference model of managed economy. Because it is built on the basis of innovation and entrepreneurship,this kind of economic form can promote continuous creation and development of small and medium enterprises.HeiLongjiang Province,as the resoures province which has the fertile land called black land,it plays a significantly important role in the process of economic development of China.However,due to the restriction of the factors of geography and culture and others,the economic development of HeiLongjiang Province is still unsatisfactory,especially the entrepreneurial economy is lagging behind the developed provinces. In such an environment, adjusting the existing mode of economic development,promoting the entrepreneurial economy,is the inevitable requirement to revitalize the economic of HeiLongjiang Province.Entrepreneurial economy can effectively promote economic development, and science and technology entrepreneurship plays a decisive role in the entrepreneurial economy,developing the scientific and technological enterprises is inevitable requirement for sustainable development of nation and region,and is also the strategic choice of dealing with market competition and achieving leapfrog development.However,what kind of environment is conducive to the creation of scientific and technological enterprises? How to evaluate the merits and disadvantage of entrepreneurial environment of science and technology in a region ? What factors that affect the entrepreneurship opportunities of scientific and technological enterprises? Currently, domestic research on these issues in Heilongjiang Province is still relatively small,many of which are generalities, lacking relevance and practical significance, Therefore,the content of this study is as follows:Firstly, build the impact factor system of science and technology entrepreneurship environment of HeiLongjiang Province based on GEM theoretical framework.According to the nine aspects of GEM theoretical framework to analysis the status of science and technology entrepreneurship environment of HeiLongjiang Province systematically.Using literature review to analyze the relevant factors qualitatively.Exploring the overall development of science and technology entrepreneurial environment of Heilongjiang Province and the existing problems and reasons for establishing theoretical basis for building the evaluation index system.Secondly, building evaluation index system of science and technology entrepreneurial environment of Heilongjiang Province based on GEM theoretical framework. According to the nine aspects of GEM theoretical framework to analysis the status of science and technology entrepreneurship environment of HeiLongjiang Province systematically.Using literature review to summarize relevant indicators in order to build the evaluation index system for establishing model-based basis to demonstration below.Thirdly, using principal component analysis(PCA) and cluster analysis(CA) to evaluate science and technology entrepreneurial environment of Heilongjiang Province of twelve cities quantitatively and to divide the active level of entrepreneurial activities,aiming at using scientific ways to explore deficiencies of science and technology entrepreneurial environment of Heilongjiang Province,establishing practice basis for putting forward some countermeasures to improve the science and technology entrepreneurial environment blow.Finally,based on the theory and practice as well as empirical results of the foregoing,building countermeasures system of science and technology entrepreneurial environment of Heilongjiang Province based on GEM theoretical framework. According to the nine aspects of GEM theoretical framework,propose overall countermeasures to science and technology entrepreneurial environment of Heilongjiang Province and propose different advices to different sections based different entrepreneurial active levels.
