The Optimization For Member & Operation Of Refined Oil Logistics In SINOPEC

At present, the amount of oil storages in SINOPEC is superfluous; the utilization is very low; the layout is scattered and the single oil storage is very small. These factors spend too much logistics cost, so it is necessary to reduce the number of oil storages with the optimization for Member & Operation of Refined Oil Logistics. First, this article describes the status quo and problems of Member & Operation of Refined Oil Logistics in SINOPEC to let reader know something about that as a whole. Then, I discuss the necessity and benefit of this optimization to make readers attach importance to that. Now we can find many problems, such as the weaknesses in system, the distemperedness in organization, a bad evaluation system, the outdated work measures and manner, etc. In the end, this article brings forward a new reform plan on these problems, and the plan that is the core of this article is feasible and efficient. In the level of operation, they should train staff to let them understand the importance of this optimization. They should collect sufficient data to increase the efficiency with information technology. They also need dynamic evaluation to make the optimization for member & operation of oil logistics become a lasting system.
