Research Of Project Management Application For Nuclear Power Operations Preparation

The nuclear power plant under construction has two main tasks, the engineering construction and operations preparation. The engineering construction is taken up by engineering management department and construction contractors. And the operations preparation is under charge of operations department, who is responsible for the operation management after the plant is built up. The two departments are closely connected and neither can be ignored as the main contributing factors to the success of nuclear power projects, while they service in different working scopes. The operations preparation of nuclear power plants is usually less concerned by the management due to its specific characters in a special phase. However, the enhancement of operations preparation is becoming an important subject in nuclear power project research and practice. The application of project management approaches is a good try and an innovation in management practices of nuclear power industry in China. The paper presents systematic research of the project management application for nuclear power operations preparation with method of both theoretic analysis and verification on the base of project management practices in Ling Ao Nuclear Power Plant (LNPS) operations preparation. The author attempts to provide instructions or references valuable for practices of Chinese nuclear power operations preparation.The paper is composed of three parts. Firstly, it illustrates the significance of nuclear power operations preparation and briefs the status quo of research and practices in this area. Secondly, it narrates the characters of project management, verifies the matching between the project management and the operations preparation, and renders the successful example of LNPS for the suitable application of project management in operations preparation. Thirdly, it dissertates the target, scope management, planning management, budget management, organization management and risk management of nuclear power plant operations preparation project in the views of definition, theory and real practice. Lastly, it summarize all the above, and illuminates the popularization of the achievement in this area, and presents the direction and content further study of the subject in the future.
