The traditional administrative model—bureaucracy that created by Max Weber, had overcome the government turbulence which resulted from"sharing the loot of government"in the beginning of capitalism, and had adapted to the industry productive requirement. But with the prompt improvement of information technology and the construction of E-government, the traditional bureaucracy organization should be adjusted reasonably. Therefore, reforming the traditional bureaucracy organization structure becomes the prime task and inevitable requirement of administrative reformation.Based on the quick improvement and the wide application of information technology, the future government organization can not retrieve its decentralizing right. On the contrary, it should make itself adapt to the tendency, decentralizes its right and permits public to participate in government's affairs. In this widely participant and cooperation,"government organization's border becomes more and more indistinct, but its cooperators spread all over the society, and form a social adjusting network that bused on trust. So we can find a newly government organization—network organization's framework.This article begins with the characteristic of information technology, discusses its influence on urban government organization structure. Under this background, describes the characteristic of network organization structure and its constituent, analyzes the emotive power factor that prompt government organization structure networking from four aspects: the improving of technology, the charging of environment, the developing of staff, and the sharing of knowledge. In the end, the article studies the performance appraisal and the construction of network organization, puts forward the newly administrative model after network organization structure being applied in government.
