Hub network airline is a new type of operating mode mentioned by international air transportation industry in the1970s. The core of this mode is to set up relevant transfer centers according to the passenger flow distribution, i.e. hub airports. The passengers being carried by feeder line from various regions may transfer and distribute at the hub airports. It will promote the loading factor of flights among the hub airports or between the hub airport and trunk line airport, and achieve a more efficient transportation also. Compared with the point-to-point operating mode, the hub network operating mode will greatly reduce the operation cost and improve the scientific and safety of flight rotation arrangement. For the hub network airlines, the key issue of achieving the hub network is how to improve the quality and efficiency of ground service operation at the main hub airports, including improving the successful transfer rates of passenger and baggage, reducing the time standard of MCT (minimum connection time) and aircraft turnaround time. They are also the targets and highlights be analyzed in this paper.This paper firstly reviews the background of China Eastern Airlines to build up the hub ground service system at its two main base airports, i.e. Shanghai Hongqiao&Pudong airport. Then it analyses the internal and external operating environment by being compared with the advanced foreign airlines’hub airports as benchmark. It also analyses the necessity and feasibility of China Eastern airlines’hub network construction and establishes the general principles of the construction. On the basis of above mentioned, it demonstrates the detailed construction program of hub ground service system, including the definition of its operation, function, organizational structure and duties. And it demonstrates how this complex system to perform the design by using the functional type, business type and transverse type. Secondly, it describes the two important structural elements of hub ground service system:the hub control center used as the brain and the large scale ground service network which reflecting the network integration. It includes the set, function, internal&external communications and primary procedure of the hub control center seats, and includes the functional requirements of IT system, and analyses of the information sharing theory of organizational structure, and the ground service network construction plan structured by the using of multi-matrix structure design principle. Finally, it evaluates the preliminary effect of hub network operation project implemented by China Eastern Airlines and Airport Service Department of China Eastern Airlines. The data shows that the new type of hub ground service system has played a role in the preliminary operation practice. It promotes the operation quality and efficiency of China Eastern Airlines hub network.This paper uses the idea of the modern organizational structure design. It clearly states: In the future, China Eastern airlines ground service system organization structure should uses the hybrid organization structure which has the flexible characteristic as below. This structure mainly uses the network structure design for priority, combined with the matrix system design between the central hub and ground support point and the function&enterprise design used the customer experience as the guidance within ground support point. This study enriched the effective design theory of the use combined with the theory of modern organization structure and the traditional organization structure. It is a contribution for the organizational structure design model how to adapt to the demand, the huge organization and complex function within the aviation network environment now. In practice, it has good reference value for China airlines to adapt to the international aviation competition requirements, innovate the operation mode design, decrease the operating costs, and improve scientific and safety of the airlines ground service operation system.
