Research On Perfecting Country Endowment Insurance System Of China

In the past twenty years our country has gained great achievements. But under the situation of aged people are getting more and more, the action of household model of providing for the aged is weakening and the guarantee function of land is decreasing, providing for the aged farmers is attracting more focus and has become a significant problem. As one of the important ways to solve countryside, farmer, and agricultural problems, the reform and development of countryside social providing for the aged system should definitely be carried out. The paper did deep research on this problem and designed a set of program to perfect the system in the hope that the study can contribute to the construction of harmonious society in China.The paper took general economics and management theories as basis, adopted a few methods such as logical analysis, inductive analysis, comparative analysis, the combination of qualitative and quantitative analysis and so on to study the social providing for the aged system home and abroad totally.The paper began with the status quo and developing trend of countryside social providing for the aged system, first introduced basic concepts about social guarantee and endowment insurance as well as theoretical foundation of countryside social providing for the aged. The paper emphatically studied several typical countryside social providing for the aged system and compared the main stipulations in our country's system with those in other countries, used the experience of other countries for reference and found out main problems existing in the system. Afterwards, the paper designed transitional program about perfecting countryside social providing for the aged system in our country, stipulated conductive guidance and basic principles, defined the scope and the objects who have the qualification to be guaranteed and when to turn over and draw insurance premium, explained how to apply the program according to different objects, analyzed factors which can affect the implementation of the improved program, pointed out methods to link up improved program and the original one, illustrated coordinated measures about the improved program and the feasibility of the improved program. The achievements in the paper provided theoretical guidance for the reform of the countryside social providing for the aged system in our country and had important theoretical and practical significance.
