At the end of the20th century china has entered the aging society, and then keepsustained and rapid growth of aging population. So we need to establish and perfectthe system of social endowment insurance, in order to cope with the challenge of theaging of the population reality and achieve the goal of universal "old time". However,the current social endowment insurance in China has already formed a preliminarysystem framework, but there are still many problems, low level as a whole is one ofthe highlights. The current endowment insurance has basically realize the provincialplan as a whole, but pay endowment insurance on a provincial level difference isbigger, difficult to plan as a whole adjusting between different provinces, becomingthe bottleneck of healthy and sustainable development of endowment insurancesystem in China. At present, our country has been the basic realization of provincialplan as a whole, but the level of provincial plan as a whole is still not very good toadapt to the rapid development of China’s economic and social, which is unfavorablefor the effective use of pension funds, a part of the province funds a large number ofsurplus, and some provinces have to rely on state aid, cannot leave the utilization rateof the pension fund to the maximum, hinders the development of China’s socialsecurity system is perfect, is not conducive to the people fully enjoy the achievementsof China’s economic development. Reform of the basic endowment insurance to planas a whole has been incorporated into the old-age insurance system reform agenda.Since the reform is wide, interlock needs to coordinate all aspects of the interestrelations, it still faces a lot of resistance and difficulties in implementation level.Based on the basic endowment insurance for town workers to plan as a whole systemand the analysis of the status quo and problems to conduct a comprehensive, clearfocus across the country as a whole from the provincial plan as a whole faces all sortsof obstacles, we put forward the implementation of the national overall scheme designand form a complete set of reform proposals.The full text is divided into seven chapters.
