Total Productive Maintenance (TPM) is one of the most popular maintenance programs in the world, which involves a newly defined concept for maintaining plants and equipment. The goal of the TPM program is to markedly increase production, reduce the manufacturing cost, while, at the same time, increasing employee morale and job satisfaction.TPM evolved from Preventative maintenance (PM) procedures in the late 1960's by American manufacturers, and was defined by Nippondenso , a Japanese manufacturer of automotive electrical parts. From then on, more and more companies all over the world reported that a lower investment resulted in additional increase in profits which could be traced and directly contributed to implementing a TPM program.TPM brings maintenance into focus as a necessary and vitally important part of the business, we will study how to implement a TPM program in Service enterprises. This paper will define TPM in some detail, such as the eight Pillars of TPM , the differences among TQC, ISO and TPM ,and discuss implementation procedures in the China united telecommunications corporation limited(China Unicom),a telecom operator of China.To begin applying TPM concepts to telecom equipment maintenance activities, we discuss the criteria of telecom network maintenance, a few of TPM methods, techniques, such as 5S, Visual Management, Network Management System. In well run TPM programs, the operators are required to take an active part in the maintenance of the machine. It is one of the basic innovations of TPM. In this paper, examples of successfully implemented autonomous maintenance in the China Unicom will be presented. Lastly, we gain the acceptance standards of TPM programs.
