Greenhouse gas emission due to human being activity results in great climate change which exerts fundamental influence on ecosystem, agriculture, water resource, human health, and living environment. To solve this problem, Kyoto Protocol was passed on COP3 of UNFCCC in 1997 and formally took effect on February 16th, 2005, which prescribes the quantified emission limitation or reduction commitment of the parties to the protocol. CDM is a flexible mechanism under the direction of Kyoto Protocol, with which projects are carried out between developed countries and developing countries in the way that advanced technology and capital are provided by developed countries, and in return CERs will be issued to help realize their reduction commitment with a comparatively low cost; For the developing countries, energy structure will be optimized, which is beneficial to sustainable development. In this article, Shenyang Laohuchong landfill gas power generation plant is taken as a case to illustrate how to carry out CDM project so that more enterprises and personnel engage in CDM projects, and public awareness to climate change will be aroused, in the end greenhouse emission will be controlled. In the first and second chapters, the background, significance of CDM and its international and domestic trends, as well as the basic theory of LFG generation plant and CDM were introduced. Chapter three is the core part of this article, in which specific case are adopted to illustrate how to creatively use CDM theory to develop project, so that the additionality is more distinctive and forcible.
