The implementation of 'going out' strategy has become the important part of our basic 'Open-door' national policy. The construction industry is one of the earliest industries which have gone abroad. With the process of globalization and fast development of construction industry, our construction corporations have enhanced the scope and the competition ability, and play a more critical part in the world construction market. It is a good chance as well as a serious challenge. Chinese construction corporations require to enhance the management level and mode in order to the rapid growth in global market.The Human Resources Management is a significant supportive activity in the value chain of construction corporation, which is the base and precondition of implementation of business strategy and accomplishment of the project. However, the oversea construction projects have particularity, which own a lot of changeable factors, and the incomprehension of the political & economic circumstance of the entered country. There could not meet the requirement of the oversea projects management. If just utilizing the common management manner of Human Resource used in domestic environment, there will be the unimaginable difficulties. Nevertheless the local Human Resources have special strength in entered country, and they could solve the problem which the foreign employees can not deal. Enhance the construction corporations are required to be familiar with and comprehend the characteristic of the local workers, and to exploit and utilize the local Human Resource on the base of research. This thesis aims at the above issue to, on the base of the characteristics of local workers, bring forward the suitable Human Resource management pattern in connection with the practical experience in Pakistan project.The thesis is divided into five parts. Firstly, mainly discuss the purpose of the thesis, and the present research situation of Human Resource Localization Management, then introduce the content and the research manner of the whole thesis. Secondly, beginning with the concept of Localization, introduce the relevant theory. And sum up the basic theory of Human Resource Management. At last, introduce the development of our domestic construction industry, and beginning with the present status of global construction industry, show the competition status of domestic construction corporations in the global market. Thirdly, on the base of analysis of the Human Resource Management problem of oversea construction corporation, give out the cause and resistance of Human Resource Localization, then sum up the principle of Human Resource Localization. Fourthly, from the geographic political and economic aspect introduce the basic condition of Pakistani, and generalize the characteristic of local Human Resource on the side of country, religion and personality. At last, indicate the construction condition in Pakistan. Fifthly, absorbing the notion of Eastern Management, build the corporation culture of oversea construction corporation, and bring out the Human Resource management pattern of builder and manage employees.
