One Village One Product is a strategic movement designed specifically for regional (a village or a county) development. Giving full play of local resources advantage, oriented by market, the village turns the resources advantage to industry and brand's advantage, and develops it into industrial chain or industrial group.By describing the characteristics of One Village One Product and comparing its developing experiences in China and foreign countries, basing on the evaluation of advantage and disadvantage of its development experiences in Shaanxi Province, the thesis summarizes the experiences on developing One Village One Product, puts forward the guide line, principle, goal and planning of One Village One Product in Shaanxi Province. It is considered that the main points of One Village One Product development in Shaanxi Province should be as follows: 1. Guarantee the sustainable increase of grain production, meanwhile, develop the second and third industry to prolong the industrial chain, and cultivate the dominant industry and product. 2. Utilizing the advantages of agricultural technology innovation and extension in Shaanxi Province, integrate the technological resources and construct innovation system. 3. Focusing on modern agriculture, market economics, agricultural laws, cultivate large amount of people with ability of production, business and technology. Then the persons could play the leading role in One Village One Product movement. 4. Set up the Rural Cooperative Economic Organization, to improve the development of One Village One Product. 5. Support dominant enterprises, introduce them into One Village One Product movement, and set the industrial construction of integration of producing, supply, and marketing with market guiding dominant enterprises, dominant enterprises guiding agriculture base, agriculture base connecting farmers. 6. Support and rectify brands of agricultural product, strengthen the well-known brand, improve the agricultural standard production, increase the credit standing. 7. Exploit the market within and outside China by agricultural trade fair, exhibition, and so on.In order to confirm the successful development of One Village One Product, the relevant developing strategic systems are necessary. They are: 1. input guarantee system, to increase the equipment ability, 2. superior industry system, to increase industry's gathering activity, 3. agricultural organization system, to increase coordination and development ability, 4. technical supporting system, to increase sustainable development power, 5. market serving system, to increase the product's competing ability. At the same time, the policy supporting systems are also necessary. They are: 1. management policy of finance and risk, 2. subsidy policy, 3. technical support policy, 4. rural comprehensive reform policy, 5. industrialization developing policy.At last, the thesis puts forward the basic countermeasure to realize One Village One Product in Shaanxi Province, and analyze on cases of One Village One Product in Yangling and Weinan, Shaanxi Province.
