Developmental Status And Strategy Of Pollution-free(Planting Industry) Agricultural Products In Shaanxi Province

The quality of agricultural products played an important role in social stability, economic development, people health and improvement of life quality, which can also reflect a country’s economic, social and cultural developmental level. In recent years, with the basic solution to the supply of agricultural products, quality is becoming particularly prominent. The frequent happening of the agricultural product quality and safety incidents has caused much worries and concerns to the quality and safety of agricultural products. In order to solve the agricultural products quality problems appearing constantly, satisfy the people’s consumption demand and guarantee the quality and safety of agricultural products, the Ministry of Agriculture of China carried out "pollution-free food action plan" in April 2001, which initially planned to take 8-10 years to gradually make most of the agricultural products complete pollution-free agricultural products certification. However, 10 years passed, pollution-free agricultural products certificated nationwide only account for 30%, with only nearly 10% certificated in Shaanxi Province. In view of this, analysis of the status, problems and opportunities of the current pollution-free(planting industry) agricultural products certification in Shaanxi Province will have great significance to make the pollution-free agricultural products certification better and faster development.Combined with work experience of the author, interview and investigations, access to information, statistical analysis combining method, the article make the analysis and summary to the current pollution-free(planting industry)agricultural products certification status and existing measures in Shaanxi Province. Among these measures, the whole county EIA, annual inspection, positive rewards, more perfect audit system, constantly strengthened training etc. play significant effect to accelerate the development of pollution-free(planting industry) agricultural products. By the end of 2014, quantity of certificated pollution-free(planting) agricultural products places reach to 1375, with the area 468,000 hectares, number of certificated product 1587, annual yield 5,200,000 tons in Shaanxi Province, of which 787 places in the effective period with annual production 272500 hectares, the certification area of the province has accounted for nearly 10% of the total arable land area; totally 709 product in the effective period with annual yield 2260000 tons. Certification of pollution-free(planting industry) agricultural products has become the main measurement of enhancing the level of agricultural standardization, accelerating the adjustment of agricultural industry structure, guaranteeing the quality and safety of agricultural products. But with constantly carrying out of the certification of pollution-free(planting industry) agricultural products, it also exposes many problems such as unbalance development among the cities, not high degree organization of the reward unit, not obvious economic benefit of the pollution-free foods and certification time too long, all of these hinder the Shaanxi Province pollution-free(planting) of agricultural products development. Through carrying out the analysis to these questions, Shaanxi Province should take further step to establish a better reward system, explore a new certification potential, strengthen the target responsibility assessment and other measures to ensure pollution-free agricultural products certification work develop steadily and continuously increase the certification quantity of the pollution-free(planting) of agricultural product.This study will provide basis to the entire process supervision of agricultural products quality and safety, theoretical and practical reference to the standardization of agricultural production in Shaanxi Province as well as other domestic provinces and cities.
