Study On The Current Situation And Countermeasures Of Farmers' Systematization In Hebei Province

The farmers'systematization is a process which is based on certain principles and applies different approaches to transfer small-scaled, disperse, puny farmers into powerful farmers and into equalization state to modern farmers. The three connotations of farmers'systematization are: it is the process to transfer traditional farmers into modern farmers, it is an organizational innovation under certain principles, and it is an economic and social revolution for farmers to strive for equality with other social classes.The article mainly adopts the methods as combining theoretical illustration with demonstration analysis, domestic study with overseas study, typical investigation with general analysis, vertical research with horizontal comparison, and case anatomy with conclusion. To effectively study the issue of farmers'systematization in Hebei Province, on the basis of clarifying the connotation and research significance of the farmers'systematization, the article constructs its theoretical basis from the aspects of the division and coordination of labor, the theory of system variance, the theory of manufacturer competition, the theory of cooperation, and the theory of scale economy. To effectively use international agricultural cooperative theory and practical experiences for reference, by systematically analyzing, comparing and concluding overseas regional (comprehensive) cooperative organizations and professional cooperative organizations, the article analyzes several major forms of farmers'systematization at the current stage, and discusses the common characteristics of foreign and domestic ones, which lays a theoretical foundation for the study.At present, to strengthen the construction of farmers'systematization is the need of rural social and economic development. In view of the requirement of agriculture and the development of rural economy in Hebei Province, the construction of farmers'systematization should be strengthened; in view of the farmers'access to the market, developing market economy, enhancing the competitively and market position, and protecting merited interests, the construction of farmers'systematization should be strengthened; in view of the demand of the agricultural production and management on a broader scale and the present situation of the development of farmers'systematization, the construction of farmers'systematization should be strengthened. In the new era, it is necessary and imperious to concentrate and enhance the construction of farmers'systematization, which is an important issue in rural social and economic development.Through several years'development, farmers'systematization in Hebei Province has obtained certain degree of development, therefore, the current situation of the resources of farmers'systematization in Hebei Province is commented, the problems existing in the work in Hebei Province such as environmental problems are analyzed, including policy of the government, financial support, and organizational system problems are analyzed, too, such as the organization of company law, and the situation of operation. On the basis of the above-mentioned problems, the countermeasures are put forward to develop farmers'systematization. They are: to regard the work of developing farmers'organizations as an important task in agriculture and the countryside; to insist on the principles of"spontaneity, voluntariness, mutual benefit"to develop economic cooperative organizations; to develop in a multiple way and direct according to different targets; to strengthen the construction of talent groups; to work out plans to encourage government workers to be the lead to conduct business; to introduce talents needed in different forms; to make great efforts to cultivate local talents; to regulate administrative system, and strengthen the monitoring of talent; to develop governmental functions and optimize the developing environment; to enhance direction and encourage development; to guide, encourage and support farmers to promote the process of systematizing farmers; and to publicize typical models to enhance development.
