Stepping into 21st century, the information-based tide represented by Internet has swept all over the world and infiltrated many fields, such as economy, politics, culture and national defense, etc. Economy, politics and culture are three fields to form the large system: society. The Internet has a great and profound effect on people's activities of production, work, study and daily life. At the same time, it also has made the growth method of global economy and mankind's social civilization and development go into a new stage in history. However, with the rapid development of Internet, the problem with network information security has been posed and becomes a concern in the world. Moreover, it attracts more and more attention in different countries and all levels of society. In China the number of netizens soars. According to the statistics from CNNIC, we can see the total number of Internet users has reached 111 million by the end of 2005, and meanwhile total number of online computers has got to 49.5 million. At the Age of Information, we have a serious problem to solve is that how to control the right direction of information network development, how to supervise the security of network information through the process of information development, how to keep different sides interests of Internet user and social stability and how to promote social constant development. Until now, the scholars in China have just focuses mainly on technology breakthrough and practical operation in the research. Internet is a quite new thing in China and public administrate management is a new subject and field for study, but relevant research which put the two together is quite few, and mostly are without theoretical support. The article aims at adopting management statistics technique quantity turn, estimate method and connecting with related cases on the Internet to establish models such as the BoYi, cause and effect, group participation etc on the basis of investigation of current situation about China's Internet security management and summary of foreign countries' advanced experience on Internet security management, then analyze and discuss the theories about public management, public policy, public organization, political science and public ethics in the practice of Internet security management, strengthen the theoretical research of Internet security management, try to use the advanced theory and ideas in public administration management area to reinterpret and reanalyze the Internet security management, build up efficient system for Internet security management and put forward theory, mode, resolution for improvement of Internet security management.
