With the dramaticially growth of the internet technology, Internet has been gradually become an important part in human life, it make a positive change for society and people’s life style. In the mean time during the world of internet there comes unbalance for freedom and responsibility, the lack of integrity, the indifferent and distant relationship between us and ethic,morale,supremacy would cause serious damage to social stability and unity, So that’s why the ethic network management has more and more caused the attention. To form an ethic to adapt the development of modern society is the key problem to be solved today. Study the construction of network ethics, has important theoretical and practical significance.Based on utilitarianism theory, rights of use theory and deontological theory, this local and overseas researches on the topic of internet ethics. Firstly we discuss the ethical issues of internet management under the management philosophy’s perspective,elaborating on the topics of freedom and responsibility imbalance, lack of integrity online, frequent phenomenon of cyber crimes, and analyses on the attributes of internet ethics. Then we come to the ethical responsibility of internet management,including the content and features, principles and methods of ethical responsibility in internet management, ethical issues in the philosophical reflection on the network management and ethics analysis. Finally probes into the construction of network ethics, respectively from the network society ethics idea, positive social psychological construction, network construction three aspects such as social management system for a harmonious network society ethics idea has carried on the comprehensive demonstration.
