The increasing of farmers' income is the key point of the issues of agriculture, countryside and peasants. It is also of the greatest concern to the state leaders. Since 2000, the central government has been conducting gradually reformation in rural taxes policy and has announced to abandon rural taxes nation widely in 2006 to reduce the farmers' load and to increase their income, which is an end to the thousands years' burden of rural taxes to farmers and thus announces the beginning of the post-rural taxes for the issues of agricultural, rural areas and farmers.To abandon rural taxes is just the first step, however, to solve the problem of these three issues of agriculture, countryside and peasants. It should arise our attention that the collective ownership of land in rural areas remains the biggest obstacle to farmers' income increasing. The fiscal system reformation in countryside, county and town has not been decided. The government of every county and town is in a desperate situation in terms of fiscal resources that it is rather difficult for fiscal operation to go on and the ability to provide public products and service is declining enormously. These are all deep systematic contradictions in which have been impeding the increasing of farmers' income.This paper holds the viewpoint that the issue of farmer's income increasing should be considered from a perspective of national economy. This issue can only be dealt with in such a post-rural taxes era when problems in policy system, economic system, industrial structure and other aspects are solved. First of all, the only way-out for farmers is "non-agriculturalization". Secondly, to balance urban and rural development is a must. Thirdly, industrialization of modern agriculture should be conducted in an active way. Fourthly, industry promoting agriculture should be conducted in a large scale. Fifthly, the farmers' burden must be reduced in a solid way to balance their work and life harmoniously. Lastly, educational investment should be increased to train a new type of farmers who are educated and understand both agricultural techniques and business management.
