With the knowledge-based economy springing up and economic globalization speeding up, the intangible assets with the intellectual property right as its core has become the important production element of enterprises and the critical factor in upgrading their core competence. Intellectual property right has become one of the important methods of settlement of trade issues among developed countries, and an efficient way of upgrading and protecting a country's development in science and technology and refraining the competitors as well.Since the opening up and reform of small and medium enterprises in Panyu district, the region has achieved leap-forward development and obtained satisfactory economic benefit by taking advantage of abutting upon Hong Kong and Macao, and the advantage of low cost in land resource, raw material and labor force and etc., keeping a sustainable development tendency within the past two decades. With the continuous economic development all over the world during the recent years, the shortage of resources become increasingly serious and enterprises' costs keep rising continuously, which have certain refraining impact upon the economic growth of this district and constitutes some uncertain elements confronting the economy of the district. In addition, Guangzhou is expanding its urban area southward and Panyu district is speeding up its urbanizing steps. Thus the original extensive economic mode combining resource supply is facing a crisis, and the sustainable development is therefore restricted. So, it is necessary to transform the economic growth mode from that of mainly depending on consumption of resources to a new mode of mainly depending on technology advance and intensive mode of technological innovation. The achievement of intensive growth depends on the increase of own innovation and increase of productivity; in other words, we have to boost the economic growth from low quality, efficiency to high quality, efficiency with technological advance and upgrade of innovation.Patent system, as a basic mechanism for boosting innovation, plays an increasingly important role in encouraging, upgrading and protecting innovation; the implementation of strategy of patent will exert significant function in increasing the ability of enterprises to create, utilize, protect and control patents, and in upgrading innovative ability of enterprises. The implementation of the strategy of patent has become a significant measure to carry out the scientific development concept, upgrade industrial technology and strengthen the core competence. Therefore, the focus of patent work for enterprises must be shifted gradually to implementation of enterprise patent strategy, and we should implement the patent strategy throughout all the business activities of enterprises, which is the important measure to increase the economic benefit, strengthen the core competence, and create new economy increasing point, and also is the important work for achievement of the sustainable and stable development of this district.This theme project analyzes the current situation of the small and medium enterprises in Panyu district, especially the current condition of patent. On the basis of such analysis and by focusing on the issues of how enterprises can adapt technology development activities, new products and new technology to market, this project formulates a set of principle and procedures applicable to the adoption of patent strategy by small and medium enterprises in this district. This project divides the progress of formulation of patent strategy into eight steps as follows: building up of system of patent strategy management, proposal of the task of patent strategy, raising of funds, collection and analysis of information, set-up of database of patent achieves, statistics and analysis of patent achieves, formulation of patent strategy and selection of patent strategy for Panyu district. In the course of formulation, this project gives full consideration to the current state of the small and medium enterprises in Panyu district, and in terms of establishment of strategic organization, staff composition and training, this project puts forward feasible plans that is acceptable to enterprises at present, representing the principle of closely integrating enterprises' innovation and the principle of high efficiency. For building up of patent information, this project puts forward many alternative plans for choice by enterprises, and emphasizes the significance and method of establishment of industrial database. This project makes a lot of explanation of analysis process and method of patent archives, so as to enable enterprises to obtain the comprehensive ability of analysis.In the research and formulation of patent strategy, this project makes analysis of usual strategy from the view of basis theory and by citing the actual cases of enterprises abroad and at home and in this district as well. This project also recommends some realistic patent strategy for enterprises in our district, on the basis of the current state of the enterprises in our district. The research of this project provides a theoretic framework with actual guiding function for the small and medium enterprises in Panyu district in formulating and implementing patent strategy, and the research has obvious function of stimulating enterprises to upgrade innovation quality, lessen risk in innovation, reduce costs of innovation and etc. Meanwhile, the project is also a manifestation of "increasing own innovative ability and building innovative Panyu" adopted in the 11th Five-year Scientific Development Outline for Panyu District, setting an ultimate goal of increasing innovative ability, speeding up high and new-tech industries, restructuring industries of this district, transforming the growth mode and achievement of sustainable development.
