As being the driving force of urban development, scientific and technological innovation has become an important method to enhance the urban comprehensive competitiveness. In May 2014, the President Xi Jinping requested Shanghai to accelerate the construction of Global Hubs of Technological Innovation, which has been a strategic goal of Shanghai government. In this background, it is very meaningful to research on the scientific and technological innovation capacity.The patent literature reflects innovation activities in various aspects, including input, output, core technology of specific industries and so on. Patent information can be used to evaluate the scientific and technological innovation capacity, predict the prospects of technology development and provide reference for the formulating of science and technology policies. Based on literature review of patent information and regional technology innovation capacity, the paper tries to set up a regional science and technology innovation evaluation model which includes 16 indicators. Then collect the data of all the indicators of China’s 31 main cities, including Shanghai City, using principal component analysis through SPSS software to evaluate the science and technology innovation capacity of Shanghai. Finally the paper put forward several suggestions including fostering leading enterprises of strategic emerging industry, perfect the intermediary service system and so on. |
