In China, the number of the enterprises is very small that combine technological innovation with patent strategies, which results that the patent strategies cannot be implemented effectively, and to some extent, the development of technological innovation is restricted.Technological innovation has become a leading factor in competition among enterprises that functions as products and price, which is essential regulation for nations, regions and enterprises to participate in economic and market competition. It is increasingly important in obtaining and maintaining competitive advantage and becomes a competing chip to determine the final outcome.Relying on its strong technological advantages and abundant resource input, enterprises in developed countries carry out their technological innovations while actively using patent strategies in the innovations."Patent barriers" are used to safeguard their interests, the innovation, transformation and licensing of their intellectual property to expand market share for huge monopoly profits.Patent strategy is tightly related to technological innovation and these two are in mutually complementary. The former is an essential part of the overall development strategies in an enterprise through the whole duration of the technological innovation. While the later is the foundation and final target of the former. This research absorbs academic nutrients from theories of these both. It uses theirs research ideas and methods to analyze the technological innovation and reveals its power source, incentive and internal mechanism on patent strategy. It also analyzes the process of technological innovation and its influencing factors. It builds a full and rich logical links between patent strategy and technological innovation. At last it provides a guild framework to help enterprises to protect their innovations through patent strategies, which ultimately achieves continuous innovation capabilities and core competencies, thus it achieves the purpose to get itself developed and win the competitions.Based on this, this research mainly answers two questions:why and how to make technological innovation on patent strategy. Then answer for "why" question is from "the source of patent competitive advantage "and" incentives formed by patent system on technological innovation". On this basis, it builds a basic framework for technological innovation from the perspective of patent strategy. Under the guidance of this framework, it investigates such factors as "Technology forecast on patent analysis","Technology development on patent procurement" and "Technology Applications on patent implementation" respectively, which answers the "how" question. Specifically, this research consists of eight sections.Ⅰ.Introduction. Firstly, this dissertation introduces its research question from present reality and the theory background, and clarifies its theoretical and practical significance. Then, it introduces its main contents, technology roadmap and research methods, and briefly states the probable innovations of this research.Ⅱ.Literature. It systematically combs the major research contents of patent strategies, technological innovation and comprehensive study of these two parts. It defines patent and patent strategy, patent strategy management and related definitions of technological innovation, and then concludes the categories of patent strategy and technological innovation. Relying on the internal logic of patent strategy, it analyzes the general process and contents of patent strategy management. From the historical evolution perspective, it makes a comprehensive summary on the theories of technological innovation from domestic and foreign countries, and discusses the relationship of patent strategy and technological innovation, and makes a brief conclusion of problems about the current research. The review of the related literature provides theoretical basis for further analysis.III.Patent competitive advantages and technological innovation incentives. Firstly, from the basic theory of competitive advantage, it systematically states the external growth of enterprises that focuses on the external environment of enterprises and the analysis on inner growth of enterprises that analyses the internal recourses and capability respectively. Secondly, from the view that it is a rational action for enterprises to participate in market competition with the purpose to seek and obtain economic rents, it discusses Ricardian rent, Chamberlain rent and Schumpeterian rents created from scarcity, monopoly and innovative of patent. It systematically answers the sources of patent competitive advantage. Finally, after a brief review of the process of how patent system promotes the technological innovation, it further discusses the technology innovation incentives of patent system from the length, width and height of patent for better understanding of intrinsic motivation of enterprise technological innovation, resulting in getting essence of patent strategy in enterprise technological innovation.Ⅳ.Technological innovation from perspective of patent strategy. This section mainly contains three parts. Firstly, the author aims to explain the common rules of technological innovation through comparing and summarizing the innovation’s technology promotion mode, market promotion mode, interaction mode, Link-Loop mode, integrated mode, network mode and AU mode. Secondly, explaining the three basic features that enterprises’technological innovation needs, they are novelty, inventiveness and utility. Lastly, exploring the conditional formation mechanism and selective mechanism of intelligence which form the process of technological innovation, and build an internal relation between time and space through patent intelligence strategy, patent obtaining strategy, patent applying strategy and the technology forecast, development and application, then form a new mode of technological innovation (PS-TI mode). It mainly includes technology forecast on patent analysis, technology development on patent procurement and technology application on patent implementationV.Technology forecast on patent analysis. Firstly, it analyses the possibility and intelligence sources of technology forecasting based on its definition, and elaborates the patent analysis which is an effective tool for technology forecasting. Secondly, from the characters of three patents natures" which is essential in getting licensing from a technology invention, it discusses in details the patent analysis contents of technology forecasting, build a patent analysis conceptual model and achieves an organic integration of patent analysis and technology forecasting. Thirdly, it selects and applies the corresponding patent analysis indicators and methods to build a methods framework of patent analysis to forecast the future, the level and potential of technology development. Last, it uses the development and forecast of Chinese robot technology as application research to verify the practical significance of foresaid theoretical analysis. Ⅵ.Technology development on patent procurement. It proposes the levels of patented technology to help with understanding the relationship between technology development and patent linkage and further refers that the technological innovation needs to be enhanced as well as pay attention to patent activities. It also discusses the formation of the disruptive technology innovation and progressive technological innovation respectively from the different Innovation amplitude. From the level respective of patented technology, disruptive technology innovation usually includes basic technical, but improved technology and combination technology are generally belonging to progressive technological innovation. Disruptive technology innovation provides core technology and core patents, but progressive technological innovation mainly forms partially or improved technological patents. Different degree and influenced sphere of technological innovation have different layout mode. Disruptive technology innovation may choose basic patent mode, carpet patents and patent fence mode. Progressive technological innovation may choose void patent mode, the external patent model, imitate improve patent mode and composite patent mode. It uses the intelligent speech technology of iFLYTEK Co., Ltd, a leading provider of intelligent speech technology in China, to argue and examine the above theoretical opinions.VII.Technology application on patent implementation. Patent implementation mainly reflects the value of technological innovation activities. It requires multiple links, joints, and background to coordinate and support systematically though it is affected by a various factors during the process of making this value achieved, which is a complex system consisting of the process and supporting level during the patent implementation. To ensure the effective operation of the system, the operation mechanism of patent implementation needs to be fully exerted with strategy of right time, its combinations and methods. This section discusses the contents above, on this basis, it specifically uses such elements as,1, three types patents including invention patents, utility model patents and design patents from the4years (2006-2009) comprehensive patent indicators in21prefecture-level cities of Guangdong Province,2, the contribution ability and relevance of labor productivity in "business efficiency" factor for a empirical analysis on the overall value of patents in a enterprise.VIII. Conclusions and enlightenment of this research. It points out the insufficiency of this research and provides the expectation for further research in the future on the basis of the principal assumptions.
