The Implementation Case Of Guangzhou Xilang Wastewater Treatment Plant, The Large Municipal BOT Project

This article has applied relevant theory of BOT and engineering project management to analyze the implementation of Guangzhou Xilang wastewater treatment project , and put forward the problems that were encountered in the project. Beneficial references are also raised for similar BOT projects nationally.Firstly, this article introduces the general development situation of the national wastewater environmental protect enterprise and the weakness of the construction model in the past wastewater plant project as well as the main research content of the aiticle.Next, accordance with the theory of the implementation of BOT project, the theory and method of the implementation of project management together with the concept and character of the engineering project management,the article put the main focus on the five basic contracts of the BOT . The following contents are mainly introduces the procedure of the BOT project: the preparation of the pro-project, the approval from the government, the negotiation with the foreign business partner, the registration of the project Joint Venture Company, the signature and the main content of the 4 main agreements.Then it introduces the author's understanding to the concessionary operation and financing,the construction period and the normal operation period of the implementation. Further more,according to the procedure and requirement of the BOT project,the article analyses several important cases and existing problems of the implementation process in the Xilang project detailedly,and raises detailed suggestion to the government ,the organization system of the project for the owner,any key work of the project respectively.In the end,the conclusion and the suggestion are present.Use of reference are involved in the function of the government in the implementation of the project,the organization of the project, the risk control to the project and the external environment of the project implementation. It provides not only ideas in the macro policy aspect but also ideas in actual implementation of the BOT project.
