Study On Performance Evaluation Of Municipal Wastewater Treatment PPP Project

At present,our country is in the decisive stage of building a well-off society in an all-round way.Different industries all play an important role in the socialist modernization drive,which is a challenge and an opportunity in particular for the construction and development of infrastructure.Under the background that the urbanization rate will increase to 60%,municipal sewage treatment faces the problem of large amount of sewage treatment and high construction and operation costs.However,PPP(Public-Private-Partnership)mode can reduce social capital's participation in the supply of public goods.As a result,a series of policies and regulations have been promulgated to encourage the establishment of municipal sewage treatment PPP projects.However,due to the lack of mature experience in the development of municipal wastewater treatment PPP project in our country,the related performance evaluation standards have not yet been completed,and the management of project bidding,construction and operation can not be completed efficiently.Based on this,PPP project performance evaluation is imminent.First of all,based on the public goods theory,the BSC theory,the stakeholder theory and the life cycle theory,this paper reviews the status of the performance evaluation of PPP projects in municipal sewage treatment through literature review and data collection,and extracts the existing problems.Then,we combine the theory of BSC with the theory of life cycle in a creative way.We use the literature review method and Delphi method to construct the performance evaluation index system of PPP for municipal wastewater treatment.After the test of degree and validity,four first-level indicators and 30 second-level indicators were identified.Then,after contrasting the different weight determination methods and performance evaluation methods,it was confirmed that SEM structural equation method and fuzzy comprehensive evaluation method were respectively carried out index weight calculation and performance comprehensive evaluation,the reasonable performance index weights and evaluation results are obtained through the test.The empirical study is conductedwith the example of XX WWTP in Xi'an,and the performance evaluation results are obtained in accordance with the actual conditions.Finally,a comprehensive analysis of the results of SEM structural equation and empirical findings to identify the city PPP existing water treatment project performance problems on specific issues raised four suggestions,designed to provide a certain degree of theoretical reference for the sustainable development of the whole municipal sewage treatment PPP projects.This article is divided into seven parts.The first part and the second part introduce the background,significance and domestic and foreign literature review of the paper.The third part analyzes the current status of the municipal sewage treatment PPP project performance evaluation.The fourth part uses the balance score card method and the full life cycle method to build a performance evaluation index system for municipal sewage treatment PPP projects.Then identified “financial financing”,“internal operation and management”,“stakeholders” and “Innovation and sustainable development”four first-level indicators and 30 second-level indicators.In the fifth part,the weights of the performance evaluation indicators were determined by the SEM structural equation model,and then an empirical study was conducted using the Xi'an XX Wastewater Treatment Project as a case.Then the artical uses fuzzy comprehensive evaluation method to obtain a comprehensive evaluation of performance,and the evaluation results are in line with the actual situation.In the sixth part,based on the questions raised in the empirical conclusions,four specific countermeasures and suggestions are proposed namely comprehensively promote the asset securitization landing,open“ dynamic + wisdom ”systematic operation,maintain the contractual relationship between government and enterprise health,create new normalization of recycling.The seventh part is the summary and prospect of the main results,trying to provide a clearer direction for subsequent research.
