Research On The Pricing Mechanism Of Wastewater Treatment Project Based On PPP Model

With accelerating of urbanization construction and intensely requiring of fundamental equipment,using PPP model to process sewage treatment project and relief government financial pressure has been paid attention by the government and society.In this model,price mechanism acts as a reflection of the behavior of enterprise,government and consumers,meanwhile its importance has been shown as the core of market mechanism.Therefore,the pricing problems of sewage treatment in PPP model have been studied,and a scientific and reasonable pricing model has been planed to build to make up the deficiency of PPP model pricing mechanism and promote the modernization of national sewage treatment career.Based on theory analysis such as the concept and connotation of PPP model,difference between pricing mechanism of PPP and traditional model and operation model of PPP,several factors that could directly impact on pricing mechanism from the perspective of benefit relevant parts have been selected to analyze.Then on the foundation of comparison of full cost,marginal cost and two part pricing method,pricing model of sewage treatment in PPP model has been built in thought of the NPV cash flow.Combined with influence factors analysis,basic model of pricing has been adjusted to make construction of price more scientific and reasonable,it can also guarantee pricing of sewage treatment in PPP model to operate stably.After that,a real case has been studied to verify the accuracy and rationality of price model,meanwhile reference of other PPP model infrastructure projects can be provided.Finally,price guarantee mechanism has been built to smooth the implementation of pricing model and ensure the realization of maximum of social benefit.
