Competency of employee influences the formation of enterprise's core competence, and it is tightly relative to long-term development of enterprise. For high-tech enterprise, R&D capability is the foundation for its development, as well as the representation of its R&D employees'competency. How to identify and test effectively competency of researchers, and adopt it in parts of HR management is profound for high-tech enterprise.Firstly, the paper searches the theory production summary of competency inside and outside the country. Starting with the connotation of competency, the paper looks backward briefly the forepart research of competency, and reviews the research of foreign scholar McClelland etc. and interior scholar Pengjianfeng. The paper quotes the conception of competency and founding steps of competency model, then concludes relevant theories about competency test, including the theory basis of competency test, the function and types of competency test, and focuses on the measures of competency test, mainly including psychological test, evaluation centre, review, and record analysis.Thereafter, the paper analyses characters of high-tech enterprises and the specialties of its researchers, and point out that researchers in electronical high-tech enterprises should endure pressure, and have outstanding ability of learning. Then the paper discusses the process of founding, validating and revising competency model of researchers in electronical high-tech enterprises, also discourses upon possible mistakes, emphasis and mode, some relationship to be tackle of competency test.Based on above, the paper takes JM Inc. as example, and discusses the points of identification, test and application of researchers'competency model in it. Starting from analyzing the status in quo of researchers and the adaptability of competency management implemented in JM, the paper discusses the mission of R&D team and crucial performance of researchers according to the strategic plan of JM Inc., thereout ascertains the good performance criterions of researchers. The paper then selects samples, analyses and concludes the competency model of researchers in JM Inc. adopting BEI etc., the paper provides validation, test as well as revising methods. Following that, the paper considers the test of researchers includes outside personnel recruitment and R&D staff existing according to test object, and discusses how to carry out competency test and apply test results in recruitment, staffing, performance and compensation management, personnel development, training, based on researchers'competency model.Finally, the paper carries test and validation of researchers'competencies in JM Inc. into execution according to referred test mode, and figure out that participation or support of professionals, sustaining of senior leaders and professional HRM team is the guarantee of competency management.
