Middle managers include all the managers between the grass-roots level and senior managers in an enterprise. Competency Analysis is a technology which adopts the psychology, organizational behavior, human resource management and many other fields of knowledge to research the characteristics set of driving staffs to get excellent performance. There are great different requirements for the middle manager's job or job ability & quality among different types of enterprises because of the different operation & management environments. It is important for the high-tech enterprise to train and own the excellent middle managers for operating efficiently in China. It will provide valuable management strategies for the high-tech enterprise to select and train middle managers, improve their job competence and play their roles effectively through the application of the competency model in close connection with the management practices of the high-tech enterprises in China.From the characteristics of middle managers of the high-tech enterprises, this thesis proposes a preliminary competency model structure through the literature review, expert interview and the questionnaire method. Then defines the basic competence characteristics and establishes the theoretical model of the middle managers competence in the high-tech enterprises by collecting and analyzing the data based on the observation and survey on the middle managers of some enterprises to get the competency elements. Finally, the thesis evaluates the competency of the middle managers in the research objective enterprise through questionnaire study, analyzes their competency characteristics, points out their shortage and gives some corresponding advice on the selection and performance management of the middle managers.There are many domestic literatures on competence. However, few studies are on the middle managers competence among them. And the research on the middle managers competence in the high-tech enterprises is few. Based on the relevant theory and existing research results in this field, the middle-level managers competency problems is studied by combining with high-tech enterprises characteristics which is different from general business. The middle managers competence elements are identified and evaluated in this thesis at first. Further more, the high-tech enterprise competence model for middle managers is founded, and this achievement has a strong value of the theoretical innovation and practical application value.Based on the high-tech enterprise competence model for middle managers which just be founded, the current status of middle managers competence is investigated, analyzed and evaluated. There are indications that the target company's middle managers'communication and coordination, leadership and management skills are better, and the personal motives, personal characteristics, strategic contribution, innovation and capacity need to be further enhanced. By using the analysis achievement and emphasizing the dynamic matching process of competence and specific requirements, the applications project of human resource selection and performance management is designed in Dongfang Electric Auto-control Engineering Co., Ltd.
