Study On Quality Behavior Of Engineering Contractor And Control Mechanism In General Contracting System

The general project contracting, a new project management approach embodies the objective laws of project construction, which is widely used in the international construction market. The year 1982 saw the entry of the general project contracting into China. It was 20 years'spread and practice before the general project contracting is now widely used in the construction area of our country.After the general contract has been widely spread, contractor include both the general contractor and subcontractor。The general contractor's quality responsibility is much remarkable increase than that of contractor under the traditional contract pattern, and this change makes the quality control of contractor more and more important for the whole project quality. Meanwhile, the change of general contractor's responsibility and subcontractor's status leads to the variation of contractor's quality behavior. The content of behavior control has been increased by general contractor's control on subcontractor based on the existing internal control of contractors respectively. However, contractors do not profoundly comprehend the above reality in our country, and to some extent, the corresponding mechanism is lacked for the emerging control, which leads to jerry-building, the drop of quality grade, rent-seeking and other irregularities. Consequently, the overall quality is difficult to control and ensure effectively.With the reference of above mentions, this paper is to deeply analyze the change of contractor's quality behavior and its control with the research object of contract's quality behavior and control mechanism from the perspective of project quality management. The special quality behavior of contractor and its extending behavior control are analyzed in the general contract mechanism based on the comprehensive knowledge of the ideology, theory and methodology of management. Then to some extent this paper discusses the internal control mechanism of general contractor and subcontractor respectively according to the feature and regularity of quality behavior choice,and specially study the control mechanism of general contractor against subcontractor's behavior in order to strengthen and develop the contractor's behavior control, regulate contractor's quality behavior and make recommendations for the smoothing advance and developing of general contract in our country.Firstly, this paper is to analyze the difference and identity of the concept and content of contractor's status and quality responsibility in the system of general contract and traditional contract. Thereafter, the contractor's quality behavior is deeply defined and the quality behavior analysis theory which used in this paper is discussed.Based on the above, the analysis focuses on the change of contract's quality behavior before and after the implementation of general contract. Then models are constructed according to those main factors influencing quality behavior, which are the utility value model for subcontractor's behavior choice, game model for the behavior of general contractor and subcontractor and interactive activity model for the behavior of many subcontractors to research the characteristic regular and peculiarity of the contractor's quality behavior in the general contracting mechanism. Then, on the basis of the conclusion of contractor's quality behavior analyses, the change of contractor's behavior control is researched mainly on the period before and after the implementation of general contract in this paper. According to the real situation of project construction, it is discussed and designed how the internal control mechanism of general contractor and subcontractor goes and how general contractor implements control mechanism on subcontractor.Finally, combined with the actuality of contractor's quality control under the general contracting system in city C, the implementation and application of the contractor's quality behavior control mechanisms are discussed, and the measure and suggestion has been brought forward in order to resolve the existing problems of contractor's quality control in city C at present time.
