Research On Position Classification Of Civil Servant Of The Administration Of Industry And Commence

Establishing the post classification system is fundamental to the improvement and innovation of the Chinese civil servant system . Reforming the post classification of Industry and Commerce Administration department is an inevitable demand not only to build a group of professional members of administration enforcement but also to manage the stuffs scientifically .Taking Industry and Commerce Administration department in Huaibei City as an example , this dissertation researches the system of post classification .Firstly ,looking back to the process of the development of post classification since China was found . The dissertation ananlyses the present situation and thinks that it is single and not available for the management of civil servants . It is also lack of inspiring methods . So it is a necessity to make futher explanation of the post classification .Secondly , taking the above into account , I put forward some tentative ideas about carrying out the post classification and first design according to the practical condition in Huaibei City .It is divided into three parts .The first is work analysis—post investigation which is the logical prerequisite and the first step of carring it out . It is made up of knowing tasks , investigation and post analysis .The second is the separation of the post classification , post alignment , post level and arrangement of gradation . This dissertation states that the management of civil servants is divided into comprehensive supervision and administrative enforcement . From vertical section , there are market supervision and registration among the civil servants . This passage also explains the six aspects about administration enforcement from lateral section.The third is to make out the instruction of the post , the written file draft instruction of the post for each level after classification , which states the work projects ,standard , knowledge skills and promotion .Lastly ,this dissertation also explains that there are some countermeasures about the improvement of the post classification . It plays a leading role in the post reform . We should pash the process of the post reform gradually according to our practical situation and build up salary and engagement system available for the Administration for Industry and Commerce .
