Civil servants training is the important,basic and strategic project that makes financial cadres have high-quality,which is an important way to strengthen the financial sector governance capability and advanced nature construction,and also can improve the standard of fiscal science.The training of civil servants has an irreplaceable role in promoting reform and financial development.Facing the new situation,training demand increasingly diversified and personalized new problems,strengthening the training of civil servants becomes an important topic in front of us.In this paper,the problem of training Z City Finance Bureau civil service as the research object,according to its investigation,finding the main problems and reasons,on the basis of foreign advanced experience of civil servant training,constructing a set of systematic,standardization,the process of Z City Financial Bureau of civil servant training system.Civil servant training system is divided into three parts of civil servant training organization system,training of civil servants flow system and the civil service training system.The training organization system is the guarantee,the training process system is the key,and the training system is the core content,which contacts each other.The training organization system is to strengthen the organization and leadership of the civil servant training work,ensure that the work smoothly.The main content of the training process system including training needs analysis,training plan,training plan management,training plan,training effect evaluation and so on.Among them,the training plan is designed as a focal point to improve the county cadres,section level cadres,staff,new staff training system.The training system is mainly aimed at all kinds of cadres and workers,according to the division of responsibilities,to design targeted,practical training courses.Its main purpose is to improve the work efficiency and the effect of training.I hope that this paper has certain reference function for the same agency personnel training system research and practice.
