Research on quality began with the development of scientific management theory. From the twentieth of last century, the quality control theory born, to fiftieth, the birth of quality management theory, research on quality has being the key problem in research on enterprise management. Total quality management is not only an approach to quality but also a concept to management. Its merits include three aspects: customer orientation, continuous improvement, and everyone's involvement.In this paper, after comparison and analysis the papers on total quality management at home and abroad, the unexpected outcome over investment during the implement process is considered that it is because of the lack of a sound, objective and scientific approach to evaluate and then to improve systematically. Therefore, it is the main content in this paper, to transform the recessive management concept to visual evaluation management model.By comparison, the traits between total quality management and balance scorecard arc coincident in several aspects. So it is one of the development concepts to combine the balance scorecard with total quality management. First to simplify the firm structure to a three hierarchy model, then, according to the method of balance scorecard, to describe total quality management with objects and clusters, in the end, with the theory of system control, establish the total quality management evaluation structure based on balance scorecard.The following problem is to evaluate the performance effectively. It is because the balance scorecard is a structure with clusters and elements, which are mutually dependent in and out of clusters; to evaluate the performance with analytic network process is the second development concept. First, according to the analytic network process, to divide clusters and their elements to three levels: control level, network level and decision level. Then define the interdependence between the elements. In the end, describe the relations with math method and establish the math model to evaluate.The final part of this paper is to simulate. The subject to research is a state-owned automation instrument firm. The main task focuses on the indicator system establishment according to the actual condition of the firm, and the details to evaluation. In order to calculate effectively, matlab software is resorted. The simulation result perfectly coincides with the actual situation.
