The Study For China Customs Administration To Implement The WCO Framework Of Standards To Secure And Facilitate Global Trade

The World Trade Organization (WCO) formulated the WCO Framework of Standards to Secure and Facilitate Global Trade (hereafter referred to as the "framework") in June,2005. China Customs General Administration delivered the letter of intent to demonstrate their political will to adopt and implement the framework.It is an urgent assignment of China Customs Administration facing now to set forth the framework as early as possible, though there is a gap between the present condition of China Customs administration and the standards of the framework. It is really a hard job to adjust the national condition of China to cope with the requirement of the framework. The paper aims to submit corresponding advice, suggestion, as well as measure to handle the difficulties in implementation, to facilitate the international trade of import and export companies, at the same time to ensure the national sovereignty.The paper is consist of the following four parts, the present condition of China Customs management, the analysis of the framework and difficulty in implementation, the necessity and feasibility of the framework, the suggestion and measure in the implementation of the framework.The author study the articles of the framework at the first step, then do investigation according to the four core elements of the framework. Making contrast between the present condition of the China Customs management and the requirement of the framework, expounding the difficulties in the implementation. Finally the paper conduct the pattern, procedure, measure and suggestion for China Customs Administration in their implement of the framework, considering the balance between the cost of Customs control and the security and facility of international trade.The paper give advice in how to implement the framework steadily, according to the present condition of China, concluding the guiding line of "on the basis of integration to create" and "emphasis on facilitation and security", providing the implement procedure in short, middle and long term.
