Integration Of Global Trade Security And Facilitation Context Of Customs Functions And Innovative Research

As the Institution governing administation and supervision concerning imports and exports, the fuction of Customs reflects contents, essence and direction of Customs supervison. With globlization,countries around the world made plea for better service, more effective customs measures to boost commercial compliance.911 and subsequent terrist attacks served as a historic turning-point. In many a country, Customs operating modes have undergone some substancial changes.In developed American and Earopean countries, secutrity and anti-terrism have become primary concern and task with advent of a variety of measures to boost border security, thus forming an international tide that cannot be neglected. Under the push of such a tide, in May,2005,the World Customs Organizatin adopted the Framework of Standards to Secure and Facilitate Global Trade (abbreviated as Sandard Framework), a document hailed as Customs development blueprint in the 21th entury. Up to May,2008,150 countries including China Customs submitted their letter of intent for practice.The adoption of Sandard Framework implicated a major reform in Customs functional administarion. It's impact to China Customs calls for conformity and innovation concerning Customs＇four traditional functions,--supervision, tax-collection, fighting smuggering, and making statistics, adding to it safeguarding the security and compliance of supply chains of commodities, Customs border protection, and integrated administration of ports.Meanwhile, in order to meet demands for Tade Compliance and Security, China Customs is expected to carry out comformity and innovation concerning concerning functional positioning, legal regulation, and administrative modes.Nowadays, tade compliance and security, as two major topics, faces reform and development of customs of countries around the world. Proper handling the contradiction between tade compliance and security should be treated as the center task concerning customs reform and development.The Author of this article suggests that Customs, with security as the precondition, should push for tade compliance as its goal, seeking the balance between tade compliance and security.This artilce introduced the course of tade compliance and security, main features of Sandard Framework and their influence to Customs functioning, and gave a picture on current situation of the performances to promote tade compliance and security by WCO and countries all around the world. It also analysed the dialectic relationship between tade compliance and security, and the difficulties in promoting tade compliance and security for China Customs.On the groud of learning from customs of other countries,in the field of speeding up the lawmaking governing newly-added fuctions, generalizing risk management machinery, tightening port administrative fuction, building electronic customs, and enhancing co-operation between customs and customs,and co-operation between customs and business, the article put forward options and suggestions on remolding and updating customs fuctions, and achieving the balance between tade compliance and security.
