| With the uninterrupted growth of tourism and the ceaseless upgrade of city's synthetical strength, the target for building internationalized tourist city was set forth in the Eleventh Five-Year Plan in many cities of our country. But, the direct theories and case studies about internationalized tourist city are still far behind the need of present. Firstly, on the basis of the correlated researches, the thesis expounds the conception system of internationalized tourist city clearly from distinguishing the concept of international city, outstanding and optimal tourist city of China. This system indicates that: the city can't be regarded as international tourist city, if the city doesn't have developed tourism and intense atmosphere of international tourism, or the city isn't the tourist destination, or the city is still in the low international reputation. Secondly, even if the city's tourism has been developed but still in low international level, it isn't an internationalized tourist city. However, although the city's administerial rank is not high and the population is not dense, it is able to produce important effect on tourism to the whole world or large area, so this kind of city can be considered as internationalized tourist city. By this system, this thesis concludes: the internationalized tourist city's essential features include the modern elements in its orientation, development and construction, or "three big conditions, five big characteristics" for short. In detail, the city should show high city modernization level, strong city internationalization level, prominent tourist atmosphere, broad international effect, unique tourist style. Thirdly, the thesis analyzes the feasibility to being internationalized tourist city for Luoyang, which leads to the conclusion. At last, the thesis discusses the common rout of building internationalized tourist city and summarizes as "3 Wh + 2Bc + 2Kc", that is, it should work out a strategic objective by confirming the building aim, plan and main target in first place, and then, work out strategic measures by tow basic and kernel construction firmly. Finally, it can be realized strategic objective by bringing strategic measures into practice. The thesis applies this route to the development of Luoyang's tourism. In order to build a internationalized tourist city, it should show the holiness to regional culture. To achieve this aim, we can put "Top-ten strategy "into practice. First is to grasp" five big propping projects "for city tour, second is forming tourist atmosphere with great efforts, third is to put CI strategy for city tourism into practice, fourth is to attempt to get into the international tourist market, fifth is to transform core advantages into tourist masterworks, sixth is to promote tourism industry development by presenting carefully chosen tourist attractions, seventh is to foster quality tourism brands, eighth is exploit tourist resources step by step, ninth is to implement regional development and cooperation, the last is to make scientific policies to promote tourism industry development. |
