The State Council points out in Opinions on Solving Migrant-rural-workers Problems, "The rural workforce moving to non-agricultural industries and cities is the popular trend of industrialization and urbanization of the world, and an inexorable requirement of agricultural modernization. Our country has large quantities of rural workers, at the stage of speeding up industrialization and urbanization, more and more surplus rural workers will migrate to cities gradually, the phenomenon of rural workers' mobility between the urban and rural areas will exist long." To solve the migrant-rural-workers problems is of magnitude and urgency, and is long-lasting. This research attempts to investigate the present situation of surplus rural workers in Zhangjiajie, analyze its problems, and further make suggestions on policy.First, this research conducts a thorough investigation into the present situation of surplus rural workers' migration and training in Zhangjiajie. We collect and analyze the latest statistic data from the media and departments concerned, make questionnaire and interview among the local rural workers, and make the on-the-spot interview with the departments concerned. The result shows: the rural workers' migration lacks systematic guidance, their wages are comparatively low, and their lawful rights are not effectively protected; the training for them is not very practical and accordance with them and the financial support is less efficient.Further, considering the latest achievements in research on the migration and training of rural workers and the export of labor services home and abroad, we put forward the proposals as the following: to break the dual structure of the separate administrations of rural and urban areas, increase the investment in agriculture, develop the compulsory education as well as occupational and polytechnic education and training in rural areas, strengthen the migration guidance and support, protect the lawful rights of the migrant rural workers.
