Studies On The County And Township Financial System Innovation Under The Framework Of Public Finance

The public finance is to control fiscal affairs by politics,to administer public affairs by finance.The government decides fiscal decentralization hierarchically, resulting in the hierarchical fiscal system.The relationship between the government and the public is an important part of management.There are five classifications in our government and the system of fiscal managemem.The government of county and township is China's primary power units,thus the county and township finance is the basis of the state's finance,and the balance of finance of county and township government is directly related to the stability of the primary political power and influence the stability and the building of a harmonious society.Since 1994,our country has brought a classification tax division system into effect, which is a reform of our financial system adapting to the transition to a market economy and has milestone significance.However,as the right of taxing is retracted by senior government,and the responsibility is allocated to junior government,the operation of China's basic financial especially the county and township finances encounters great difficulties,and some of the county accumulate large fiscal deficits and financial risks. The county's financial predicament stems from the system,thus the effective way out of dilemma is to innovate.In my opinion,we should take public finance as a starting point, according to the principle of giving priority to efficiency with due consideration to fairness,and financial authority go with power to ensure the operation of the county government,and in accordance with the reform ideas of "one regime,a say,a financial authority,a tax base,a budget,a property rights,a move claims ",strengthen financial legislation,regulation,property rights and the powers of a match,perfect the system of transfer payments,reduce levels of government and financial levels,promote financial structure of province administer county ",and "township government use township finance under county government's administration ",reduce costs and improve the local tax revenue to further improve the system of county and township financial system, re-balance China's financial relationship well to the fast development of the grassroots.This paper illustrates the background of the county,the current situation at home and abroad,and the value of research and content;introduces the organization framework and target model of public financial system,and analyzes how far the county finance away public finance;summarize the current dilemma of our county finance, analyzes the reason of financial system,thus reveals the way out of dilemma of county and township finance;according to the theory of separation financial right,the absence and the over run of the functions of the county is analyzed,and re-position functions of the county and township finances,with a view to ciarifying the county government with the powers of financial powers,financial powers and powers of a maich;analyzes the reform to reduce the level of government financial reform,and "Rural Finance of the county" and "provincial county of reform will build basis for the central,provincial, city and county government system;finally,mainly focuses on the financing mechanism for the county and the design of the county government which is seen as a public enterprise financing system designed for the county and the tax system(mainly financing),for the county transfer payment mechanism,a user fee and the principle and design principles on the issue of local government bonds,including financial innovation in the application of local financial.A comparative analysis method,with financial reality of the work,is adopted by this paper,and the theory of finance is synthetically used to analyze the financial system of county and township government,and the study reached the following conclusions:The innovation of financial system is the essential way out of the dilemma of county and township finance,and it is the basic orientation to build and perfect the public finance system.I expect to offer some suggestions for innovation of the county and township to out of financial dilemma in our province and even china.
