The Research On County-township Financial Policy In Constructing The New Socialist Countryside

Party's 16 session of Fifth Plenary Meeting proposed explicitly that, the constructing socialism new countryside is significant historic task in our country's modernization. At present, our country has already entered a phase that industry promotes agriculture's development and city promotes country's development. The public finance is the important material base and system safeguard to realize comprehensively coordinated development of agricultural and the countryside. It's also the policy tool and the management method to fulfill country and all levels of governments'function. The public finance plays an important part in constructing socialism new countryside. Supporting construction of the new countryside is the public finance's responsibility.County -township finance is closest to countryside. It is taking the primary responsibility in constructing socialism new countryside. County -township finance not only has the responsibility to mark out the village construction plan, to enhance agriculture infrastructure construction, to guide the farmers to change the living condition, to train farmers, but also has the responsibility to offer public products, such as education, culture, health, medical service. County -township finance has the important function in advancement of modern agriculture construction and promoting farmers to increase the income. So, county -township finance is the strength that can't be lack in constructing socialism harmonious society. There are many obstructions in constructing socialism new countryside. And the difficulty in county -township finance is the most outstanding. Revenue-sharing-scheme reform, canceling agricultural tax and the reform of rural taxes make the difficulty in county -township finance more serious. Serious difficulties of county -township finance prevent our country to reach the socialism new countryside's goals which mean the production development, the life to be ample, the civilization of country custom, the village to be neat and democratic management. Under this background, it has the practical significance to research the county- township financial policy of constructing socialism new countryside.First, this paper elaborated the currently new situation of constructing socialism new countryside and analyzed the connotation and the specific request of socialism new countryside in this paper. After that, this paper elaborated elementary theory of public financial and the county- township finance. Then, this paper mainly carried on a more thorough analysis to the county- township finance movement condition. After that, this paper further analyzed the problems and the difficulties which exist in the county- township finance. Finally, this article embarking from our country's actual situation, proposed the county -township financial policy in constructing socialism new countryside.
