The Study Of The Farmers' Income Growth And Government Supporting In Hunan

Hunan is the typical large province of agriculture, agriculture, rural areas and farmers are of great importance in the social and economic development of Hunan. No farmers' well-off level of living standards, no well-off level of the people of the whole province. No modernization in the rural areas, no modernization of the whole province. There are the focal points and difficulty in rural areas during the construction of well-off society in HN province. How to raise the fanners' income is concerning the issue of social and economic development of HN province when we are building well-off society in all-round ways.The paper establishes grey relevance model which comes into being by the application of grey system theory to analyze of factors relative to HN farmers income growth, and draws the conclusion that the variable indexes relative to agricultural economics are rural cooperative credit, three agricultural technology fees, government assistance in agriculture, and agricultural construction account.The author has proposed the following countermeasures and proposals to raising income of rural residents: 1,central and provincial government should increase input greatly; 2,farmers burden should be lightened conscientiously; 3,central government should fully arouse the farmers' enthusiasm of self-employment and income growth and should advance coordinated reform actively. At the same time, governments at all levels should invigorate agricultural products circulation and strengthen socialized serve for agriculture. In brief, we should play development in rural and urban areas as a whole through system innovation: 4, farmers' legitimate rights and interests should be safeguarded. The government should perfect land management system agriculture protection policy and safeguarding system of farmers' rights and interests. 5,Rural social safeguard system should be advanced greatly; government should increase the input in industrialization fund to promote and optimize the Structure of industry inside agriculture; leading enterprises which is concerning Agricultural industry should be developed further; producing and managing system of Agriculture should be innovated; standardized marketing system in agriculture should be strengthened; a system of agricultural information should be established. 6, the governments at all levels should take measures to transform the function and to revise promotion standard according to present situation。...
