A Study Of Agricultural Land-use Policy Analysis According To The Idea Of Building A New Socialist Countryside

Land is the basis of human existence and the substance of all socio-economic activities.Settling the issues concerning agriculture and building up a new socialist countryside are important ways to realize national objective, and should be given top priority. The problems involving countryside land-use are more and more evident during the fast development in the last years. To optimize the existing countryside land-use policy is the key issue of it, and a supporting policy and powerful guarantee for building a new socialist countryside, too.During the years of Reform and Opening, rapid industrialization and urbanization have magnificently contributed to the healthy development of China's economic society. In order to effectively solve the issues of countryside and farmers, the building of a new socialist countryside has provided great material basis and employment security for rural population. But at the same time the occupation of rural land during the fast economic society is more and more obvious. According to the macro-economy control policy, the current central objective of land policy is to execute strict plow land protection, to guarantee food supplies security, and to insure the basic interests of peasants. Only in this way can the conflict between excessive land demand and the protection of plow land be solved.In recent years, many specialists and officers have made thorough and meticulous research at the problems about China's land-use policy and the factors conditioning economic development, and have brought forward a lot of optimizing advice. But most of them are from the point of view of countryside or of urbanization. Beginning from the issues of countryside and relative rural land-use policy problems, this paper analyses the influence of land policy, during market economy, on the development of regional socio-economics. In accordance with the guidelines of building a new socialist countryside, this paper puts forward improving advice for rural land policy, and from the viewpoint of making overall planning for urban and rural development, a healthy interaction mechanism for rural and urban land-use planning administration.
