Research On Resource Emergency Management Of Shanghai Expo

Expos is a large-scale international exhibition to exhibit great achievements of human on society, economics, culture and technology, which is held by the government and invites many Countries and international organizations to join. In 2010, the world will put its attention to Shanghai, China, when the expos is held in Shanghai at first time. Because of its large scale and great influence, emergency incidents can't be predictable. So it gives a great challenge on emergency management ability to host, especially on resource management ability after the emergency incident happening.The paper does an exhaustive research on resource emergency management from macroscopical and microcosmic aspects.In the macroscopical aspect, the paper analyzes the risk factors of shanghai expo, such as the problems caused by the great number of visitors, the weather disasters and terrorisms. The paper also analyzes the kinds of resources and their storage ways and the paper emphasizes that the emergency organization should pay more attention to the market storage way. Then, a resource emergency management model is presented on the basis of previous research.In the microcosmic aspect, the paper does a research on optimal model for emergency resource dispatch problem and extends the traditional research to many emergency places with the using of AHP theory. Finally, the model is proved to be feasible and correct by an example.The results of this paper is very helpful to deal with the emergency incidents in shanghai expo and it is significative to help the emergency organization to improve its emergency management efficiency.
