| As one of the important components of the national economy, medicine industry is in an important position in economic growth and industry structure. The medicine industry of Jilin Province has been continuously growing and the industrial pattern taking Chinese patent medicine as the main part and supported by biological pharmaceutics and chemical feedstock medicine has been preliminarily established since the"10th Five-Year"Plan. However, the problems and other factors existing in the development of the medicine industry is influencing the further development of the industry, to some extent. In the new environment of the intensive competition in the domestic and foreign markets, it becomes the problem urgent to be studies and resolved how to give full play to the industrial constellation effect and accelerate the growth of the medicine industry of Jilin Province. In this paper, the present situation of development of the medicine industry of Jilin Province is first grasped in the perspectives of industrial structure, organizational structure of enterprises and regional distribution, etc., based on which, the problems and conditions in the development of the medicine industry of Jilin Province are fully recognized and the systematic analysis of the necessity and feasibility of building the medicine industry base of Jilin Province is made and finally the relevant strategies for how to accelerate construction of the medicine industry base of Jilin Province are presented.The paper is divided into four parts:Part 1 is the situation of development of the medicine industry of Jilin Province. The accurate positioning of the status of the medicine industry of Jilin Province in that of the whole country is first made, based on which, the situation of development of the medicine industry of Jilin Province is grasped from the three aspects of industrial structure, organizational structure of enterprises and regional distribution, etc. Firstly, the medicine industry of Jilin Province is basically in the middle and upper stream position, with a certain industrial competitive power, but there exist many problems that shall be paid attention to. Secondly, viewed from the industrial structure, the traditional Chinese medicine industry and biochemical manufacturing industry of Jilin Province have a good trend of development. Thirdly, viewed from the organizational structure of enterprises, the enterprises have the various flexible scales of development in the medicine industry of Jilin Province, the small, medium-sized and large pharmaceutic enterprises play their own important roles in the development of the medicine industry of Jilin Province, the industrial centralization is continuously upgraded, the ownership structures tend to be diversified and the pattern taking the joint-stock system as the main part, with the common development of multiple ownership economies. Finally, viewed from the regional distribution, the enterprises in the medicine industry are distributed in 9 cities and prefectures of Jilin Province, but they are more centrally distributed in Tonghua City, Changchun City and Yanbian Autonomous Prefecture (Dunhua City), the three distributing centers of the medicine industry.Part 2 deals with the problems and conditions in the development of the medicine industry of Jilin Province. Based on the systematic analysis of the main problems in the development of the medicine industry of Jilin Province, the conditions for development of the medicine industry of Jilin Province is discussed from the two aspects of the big environment of the whole country and its own environment of Jilin Province. Firstly, the medicine industry of Jilin Province not only faces the impacts brought about by the national macroeconomic adjustment but also there exist the problems preventing its own development of the medicine industry of Jilin Province. They mainly include low scale benefits, weak competitive power of the enterprises, imperfect technological innovation system, low scientific and technological contents of products, backward operation and management and slow development speed of the enterprises. Secondly, Jilin Province has the conditions for development of the medicine industry. Viewed from the external environment, the development of the medicine industry is the important support of improving the healthy quality of the whole nationality. The development of the medical care service of our country will present higher requirements for the medicine industry and the intensive competition of the market will provide opportunities for further accelerating the development of the medicine industry, which will further promote the rapid development of the medicine industry. Viewed from the internal conditions, the medicine industry system with Chinese patent medicine and biological pharmaceutics as emphasis has been preliminarily established, which lays a solid foundation for the development of the medicine industry of Jilin Province. The rich natural resources, the leading products and new ones with the great potential and promoting the development of the medicine industry as a whole, the production and quality standardization management mechanism that can improve the competitive power and connect with the international standard and powerful scientific and technological advantages provide the powerful support for the further development of the medicine industry of Jilin Province.Part 3 deals with the necessity and feasibility of construction of the medicine industry base of Jilin Province. The systematic analysis of the necessity of construction of the medicine industry base of Jilin Province is first made and then the deep-going discussion of the feasibility of construction of the medicine industry base of Jilin Province is made. Firstly, the construction of the medicine industry base of Jilin Province is necessary for not only promoting the economic development and accelerating its own development of the medicine industry but also optimizing the industrial structure and high-speed industrial layout. Secondly, Jilin Province has the advantaged conditions for construction of the medicine industry base, that is, rich natural resources, providing the non-replaceable good-quality raw materials and developed and complete economic sectors, providing the good foundation for production. The rapid development of the medicine industry has shown the constellation trend, the powerful scientific and technological strength provides the power for development and the assistance of the governments at all levels becomes the powerful support for construction of the medicine industry base.Part 4 deals with the strategies of accelerating the construction of the medicine industry base of the province. The location selection, development direction and target of the medicine industry base of Jilin Province are first discussed, based on which, the strategies of building the support system of construction of the medicine industry base of Jilin Province are presented. Firstly, Jilin Province shall regard Changchun, Tonghua and Yanbian (Dunhua City) as the center and take Changchun, Tonghua and Baishan as a wing and Changchun, Jilin and Yanbian (Dunhua City) as the other to promote the construction of the medicine industry base. Secondly, the development direction of the medicine industry base of Jilin Province shall be based on the industry of Chinese potent medicine to make all efforts to promote the process of modernization of traditional Chinese medicine, actively develop the biological pharmaceutics and actively seize the opportunity to develop the un-patented medicine. Thirdly, the development target of the medicine industry base of Jilin Province is to rapidly develop and rationally arrange the medicine industrial group with Changchun, Tonghua and Yanbian (Dunhua City) as the center and promote the structural upgrading and optimizing configuration of resources of the medicine industry of the whole province. Finally, Jilin Province shall build the financial and commercial support system, intellectual property right and technological support system and the policy supporting system with fostering of talents and support, etc. as the main contents. |
