Performance appraisal, or performance checking and appraisal, performance evaluation, staff appraisal, is a kind of formal system of staff evaluation. It is used to check scientifically the performance of the stated responsibilities by the civil servants within a entity; and to evaluate on the working performance and working effect. Performance appraisal covers a sea of discussions, and here it can be explained on three aspects when it used in public sectors: microcosmically, it cognizes the individuals'working achievement and contribution; then it appraises the performance of the authorized functions by the branches of the government; and macrocosmically, it evaluate the performance of the whole public sectors or the government.Nowadays, the Customs enforces the strict supervision and operates more efficiently; on the other hand, it endures the rising volume of portfolio and the shortage of management resources. When faces the outstanding contradiction, it should improve the guarding ministry in order to contribute more to the whole economy. The Customs should perform a serial of new non-traditional functions in addition to the more and more traditional functions when facing a several of emerging factors both nationally and internationally. Given these challenges, the author focuses on the"Exploration on Performance Appraisal on Administrative Efficiency in the Customs in China". After referring to both theories and practices in relevance to performance appraisal internationally and then consulting on the experiences in local government, the author leads the performance appraisal management to the Chinese Customs, which will contributes to conform the management resources, improve administrative efficiency, cut administrative expenses, reduce the executive risks, accelerate the reform of customs operations and finally adopt it to the present environment of international trade in China. The paper purposes to explore the fundamental idea that sets up the performance appraisal management in Customs in China, which could be used as reference to management improvement in the Customs. The paper includes the following parts:Part One focuses on the significance of implementing the administrative performance appraisal in the Customs in China. Firstly, it contributes to improve the administrative efficiency in the Customs and adopts to the present environment of international trade in China. Secondly, it helps to construct the evaluation model of performance appraisal, which originally is a blank field. Thirdly, it improves the utilization rate of present assets, standardizes the staff's responsibilities, reduce the executive risks and probity risks. Finally, it is beneficiary to the reform of the Customs operations and construction of leader team.Part Two takes the quantified performance appraisal practice implemented in the Economic Development Zone in ChangChun as an example, then summarizes some successful experiences, for example, complete index and checking levels, feedback channel, standardized table, published the appraised results and communication method between the examiners and examinees. Then the author points some problems in it: their appraisal system runs short of a stable basis; it is not guaranteed by supervised law, regulations and related policies; it does not set up the close relevance between the results of individual's performance appraisal and the organizational objectives; it neglects the establishment of appraisal environment; and theories have been restricted by the practices.Part Three arises the discussion on improvement of performance appraisal management in the Customs in China. Firstly, it should strengthen the system fundamental of quantified performance appraisal in order to take performance appraisal management of both the organization and the individuals into the legal system. Secondly, it should take the science and development into the worthiness standard and set up the scientific and reasonable index system of performance appraisal in the Customs. Thirdly, it should develop the application software used in the performance appraisal in the Customs. Fourthly, it should reinforce the establishment of appraisal environment in order to relate the theories to the practices. Fifthly, it should exercise the processing stimulating theories to reinforce the relevance of objectives between the organization and the individuals. Finally, it should combine the supervision with inner examination in order to strengthen the monitoring mechanism.Based on the theories organizational behavior, management psychology and performance appraisal management, the paper focuses on the shortcomings existing in the performance appraisal management in the Customs in China, analyzes the restrictive factors in it, and then offers some both theoretical and practical improvement methods, which could speed up the reform in the Customs. In the paper, there are some the highlighting points. The author introduces the performance appraisal to the management in the Customs in China, explores the evaluation model based on the discussion of performance appraisal practice in the Economic Development Zone in Chang Chun, finally put forward some countermeasures to the existing problems. Of course, it exists shortcomings in the paper, that it, it is not persuasive enough because of less statistics to support the conclusion.
