China and South Korea Following consultations reached a "fishing agreement between China and South Korea." in 2000 , According to "United Nations Convention on the Law of the Sea," the relevant provisions for the use of common concern to the conservation of marine biological resources, and safeguard the normal operations at sea order to strengthen and develop mutual cooperation in the field of fisheries.According to the "agreement" requirement, Dalian, a traditional fishing boats operating mode huge change from the original freedom of extensive changes to limit planned by the independent production fishing to change the management and service of fishing in accordance with the law, but at all levels of Dalian City Korean fisheries projects for the management and administration because of the quality of personnel and other factors, the fishermen of the city increasing demand for project services, management performance has lagged behind the problem.Through project management and stakeholders, such as theory, the Dalian City for the Korean fisheries project management status of the investigation, the management and the quality of personnel constraints, such as project management effectiveness of the main factors in-depth analysis, that we should optimize the management and the quality of personnel need to use the solution to the whole project to conduct a comprehensive quality management processes, the related personnel training system, and establish a responsibility system in order to effectively solve the problem of lagging performance management.Hope that through this research, to improve fisheries in Dalian City for South Korea to provide project management ideas and methods of performance and for future international cooperation in fisheries projects accumulated experience and lessons.
